World Bank Global Issues Seminar Series Conflict & Development Dr. Yannis A. Stivachtis

Slide 1 There is a close relationship between conflict, security and development Security and development for whom? States have divergent socio-cultural, political and economic attributes The notion of statehood itself is disputed Absence of a common policy formula

Slide 2 The degree of a state’s political, economic and societal development is an important determinant of domestic and international security (weak vs. strong states) Development requires security and security requires development How to proceed?

Slide 3 There is a need for a comprehensive approach to security There is a need for an interdisciplinary approach to development The question of value priority: Freedom or order? Equity or liberty?

Slide 4 Although democratic states with developed civil societies are better equipped to deal with conflicts arising from development, forcing democratization should be a policy well-thought and coordinated with domestic groups

Slide 5 Policy-makers, scholars and analysts should pay attention to the intra and inter-sector issue security interdependence Elites and leadership quality The need for institutional capacity Education and quality of citizenship

Slide 6 Regional and international/global environment give rise to certain possibilities and constraints (political, economic, etc)
