Federal and State Legislative Platforms for Calendar Year 2017 Pasadena City Council Meeting March 27, 2016 Item #8

Background Annually adopt Legislative Platforms City Staff meets with State and Federal lobbyists Develop platform to provide staff and lobbyists with direction to pursue advocacy on important issues Two guiding principles for both platforms Preserve local funding Preserve local control 2

Federal Platform Highlights Public Safety Oppose efforts to preempt local regulation of drone use Support increased funding for early warning earthquake Oppose efforts to deny federal funding to so-called “sanctuary cities,” or communities that may not have the resources to enforce federal immigration laws. Transportation Added Pasadena Transit Station project Parks and Recreation Non-Potable Water Project Arroyo Seco Canyon Project

Federal Platform Highlights Public Health Increase funding for federal programs that target underserved populations Advocate for increased funding for TB prevention and treatment Improve the ACA while maintaining the critical components that have provided health insurance to 20 million Americans previously uncovered. Support continued funding for Centers for Disease Control programs for community health projects. Protect the eligibility of family planning programs for federal assistance as an important way to prevent the spread of HIV and STDs, and provide important family planning services.

Federal Platform Highlights Immigration: Amended the immigration policy to include that the City supports federal legislation that would protect Deferred Action for Childhood Arrivals (DACA). This protects children who were brought to this country at a young age and are pursuing education and the American dream.

State Platform Highlights Added two new issues related to Funding Priorities Non-Potable Water Arroyo Seco Canyon Project Added to the Energy & Water Priorities Electricity Markets: added summary statement that addresses the changing electricity markets in which PWP participates. Water Resources: Conservation and Water Use Efficiency: added a statement reflecting the current status of Pasadena’s water conservation policies.

Staff Recommendation Approve both the Federal and State legislative platforms for calendar year 2017
