Step 1: Laying the foundations Decision to have a neighbourhood plan Initial public consultation Gather interested parties to decide how topic groups and steering groups will work Project plan and budget Cornwall Local Plan, Steering Group meet with Cornwall Council
Step 2: Collating Evidence Revisit existing plans and proposals Consult/survey community and interest groups Evidence from Cornwall Council, Cornwall Local Plan Collate evidence and write-up
Step 3: Vision and Objectives Vision statement, leading to objectives and policies Community consultation
Step 4: Considering the evidence Reconsider issues/policies e.g. Are they sustainable? e.g. Can they be progressed in other ways? e.g. Are they deliverable? - consult with key stakeholders Identify preferred options Community consultation
Step 5: Draft Neighbourhood Plan Outline structure, e.g. Intro and local area context Vision and objectives Options and why chosen/dismissed POLICIES and justification Monitoring and delivery Assign people to draft full text Prepare ‘proposals map’ Town Council to sign off
Step 6: Consultation and submission Formal consultation of: Residents Statutory consultees Adjoining councils Landowners and stakeholders Redraft and re-consult Submit with Consultation Statement to Cornwall Council
Step 7: Independent Examination Cornwall Council formally consults Cornwall Council appoints an examiner Report published And final amendments agreed
Step 8: Referendum Cornwall Council announces referendum date Encourage residents to vote – HOW?? Cornwall Council formally adopts St Ives Area Neighbourhood Plan Party!
