BCSOA/ PIAA Meeting August 15, 2017

Play Situation #1 An attacker who has a clear possession of the ball inside the opponent's penalty area and only an empty goal in front of him, hears someone behind him yelling "Hey! Play to me, let me score!". The attacker, not realizing it is the opposing team's defender pretending to be his teammate, plays the ball to him and the defender, laughing out loud, dribbles the ball up the field. What action (if any) should the Referee take?

Is this DOGSO?

Is This DOGSO? Judging a Obvious Goal-Scoring Opportunity – 4 D’s If you do not have all 4 D’s, it is not denying an obvious goal-scoring opportunity Defenders Distance to Goal Distance to Ball Direction of Play Each element must be Obvious

Essential Elements for PIAA DOGSO Must involve a foul, intentional handling, or other free kick foul. Must be committed by a player, on the field, during play.

Kickoff Procedure

10-1-3f: A goal may not be scored directly from a kickoff into the kicking team's own goal.

Play Situation #2 A player is dribbling near midfield. A defender slides to knock the ball away. There is contact with the ball and with the opponent. Under what conditions would this be a legal play? Under what conditions would this be a foul by the defender?

Positioning the Ball after Offside

Indirect free kicks for offside (13-2-2b) are taken from the spot where the offending player interfered with play, interfered with an opponent or gained an advantage by being in that position.

Play Situation #3 An attacking player, while inside the opposing goalkeeper's penalty area, is deliberately preventing him from punting the ball back into play by blocking the goalkeeper's movement with his body. The goalkeeper, angry, throws the ball into the attacking player's face. What should the Referee do?

Stutter stepping is legal! Penalty Kick Stutter stepping is legal!

Penalty Kick 14-1-4: The ball shall be kicked while it is stationary on the ground from the spot or any place on the penalty mark. To be in play, the ball shall be moved forward. The player taking the penalty kick is permitted to use a stutter step or a hesitation move provided there is no stopping and there is continuous movement toward the ball. Failure to kick the ball as specified shall be considered a violation by the attacking team and the appropriate penalties shall apply. Stutter-stepping is not an interruption in movement.
