Brief history of the PES Network Established in the late 1990s as forum for exchange Out of this the idea was born to define indicators for better comparing PES Aim: not to rank PES but to better identify learning possibilities 2014: current Network established : 32 PES

Development of Benchlearning Model developed out of EFQM/CAF framework Important: BL consists of two equal pillars Benchmarking  29 context-free enablers and data collection Mutual Learning  workshops, seminars, conferences, TA Benchmarking qualitative assessment quantitative data collection Learning needs for ML Programme identified Different cycles = adapted BL concept Information stays within the Network!

Reflections on success factors for setting up BL A long lasting cooperation helps to set BL up BL is a transparency exercise Knowledge about other PES helps BL needs support by top decision makers Keeping the momentum and the ownership Sustainable support structure Flexible mindset to further develop the system Knowledge must be spread into organisations
