Gurugram Power Consumption From a small population of less than a million in 2001, now close to 2.5 million people, to swell to 4.3 million by 2020 More than 900 residential societies, including highrises, and over 5,000 commercial and industrial entities Gurugram – per capita consumption high – 4,000 kWh The average demand of electricity 1,125 MW, during peak summer afternoons reaches around 1,700 MW Power supplied by DHBVNL – Gurgurgram is a key part of DHBVN business (almost 40% of revenues though only 8% of customers) Centre for Science and Environment

Gurgaon Power Consumption: Segment-wise Residential consumers are 84 per cent of the total in number but consume around a third of electricity, and are responsible for around a third of DHBVNL’s Gurugram-related revenues The industrial and commercial segments consume 25 percent and 40 percent of electricity, respectively In terms of revenues the shares are reversed— commercial segment contributes 40 per cent of revenues while industrial consumers contribute around 25 per cent Centre for Science and Environment

Power supply position On ground complaints of power cut – CSE’s December 2016 survey showed that power cuts in housing societies ranged between 30–60 minutes per day. Another survey in Jan 2018 confirms the same - Cuts of apprx 30 minutes per day in winter; an hour per day in summer But, DHBVNL reports no load shedding in Gurugram load shedding is defined as ‘four hours per power cut per day for four continuous days’. The DHBVNL refer to sporadic power outages as ‘regular maintenance or line faults’. Sporadic power outages because of massive load growth prediction 961 feeders in Gurugram district - DISCOM is strengthening them Centre for Science and Environment

SRT – an option Regulation: The state Government of Haryana (HAREDA order dated 21st March 2016) has made it mandatory for certain category of buildings to instal solar rooftop power plants Asked to install rooftop higher of 3-5% sanctioned commercial/industrial load or 10-50 kW, depending on the category Educational institutes - 5 kW or 5% sanctioned load Govt buildings – 2 kW or 5% sanctioned load New residential – 1 kW or 3% sanctioned load Order asks authorities such as HUDA, Municipal Corporation, HSIIDC and other departments such police, PWD, etc. to ensure its implementation Required to incorporate within three months relevant provision in their departmental byelaws However on-ground – no awareness – no such provisions till date Centre for Science and Environment

SRT : Progress Year-wise achievements for solar in Haryana A target of 1600MW is rooftop by the year 2022. The state has cumulatively added only 134.8 MW out of which both solar rooftop (85 MW) and ground mounted solar (49.8 MW) Target break – down – not available CSE analysis of DHBVNL data - In Gurgaon: 6,200 entities to comply with the norms by 2022– less than 500 entities comply as on date (453) Centre for Science and Environment

In addition, around 35,000 customers (17 per cent of this segment) have loads of more than 10 kW. These consist of a mix of large houses, multi-flat building etc. and have potential to add large capacity—the large houses are also likely to benefit more from solar rooftop. SRT Future Potential: 200+ MW in Gurugram - CSE There is no city-specific target for rooftop solar The Gurugram master plan, 2014, has set a goal of saving 155 million units (MUs) from renewable energy installation, which amounts to around 100 MW of rooftop solar installation. As per CSEs analysis of the floor area under the Gurugram Master Plan–2031, around 200 MW of solar rooftop can be installed just in the city 8,000 hectares of residential sector, 13,000 hectares under commercial, industrial, transport and communication, public utilities, and public and semi public areas Centre for Science and Environment

Since these customers pay higher than the average tariff, the impact on profits may be somewhat higher to the DISCOM But the proposed levels of roof top penetration will not have a material impact on its revenue Centre for Science and Environment

Popular Alternative: DG set HSPCB estimate – over 50,000 litre/hour of power cut (1 l diesel ~3-4 units power) - (Source: reported in Hindustan Times, June 2018) CSE estimates roughly – 400 MW diesel gensets in Gurugram – assuming 50 percent capacity utilization factor According to the response of an RTI filed by activist Aseem Takyar on April 20, 2017 there are about 10,552 gensets have been installed by 3,303 entities, both residential and commercial, after obtaining necessary permits from the office of the electrical inspectorate. These diesel generators have capacities ranging from 62.5 kVA to 1,500 kVA, most generators installed in residential and commercial entities are rated above 500kVA. Over 1 MW power generating utilities are captive power stations – CEA definition – 3 of size 5000 kVA and 6000 kVA reported largest in Gurugram Centre for Science and Environment
