Procurement Matters Continued and unprecedented cuts in funding for councils Councils spend £55bn (capital and revenue) on goods, works and services per annum Fantastic opportunity to join together and to achieve synergies through social value

NPS 2018 Three themes: Showing Leadership Behaving commercially Achieving community benefits Obtaining social value Engaging with local SME’s and micro-businesses Enabling VCSE engagement National TOMs https://socialvalueportal.com/national-toms

How do the TOMs work? They assign proxy values to around 40 proposed outcomes in 5 themes: Jobs: Promote local skills and employment Growth: Supporting growth of responsible regional businesses Social: Healthier, safer and more resilient communities Environment: Protecting and improving our environement Innovation: promoting social innovation

How do the TOMs work? Look at an example: *Value taken from ASHE median wage figures Consider the outcome you want more local people in work Consider minimum requirements No local people employed on a contract for a year or duration of the contract Multiply FTE by proxy value* £28,213 p a Seek evidence Through tender and contract management processes

Case Study - Amey Amey have a good track record in partnering and corporate social responsibility They have a vision for sustainability They are long term supporters of the Duke of Edinburgh Award to improve life chances and employability of young people What social value is being required through council contracts?

West Midlands Combined Authority Agreed a social value policy with its members Provides the means to embed a consistent and collaborative approach to social value within the region to achieve outcomes relating to Growth, skills and employment Promoting local businesses Creating healthier, stronger communities Protecting and improving the environment Workshops have been run with planners to help them share good practice

Making the NPS Happen Nearly 400 ‘sovereign bodies’ – we have proved a will to work together and with wider public sector, we need to harness this We need to connect exemplar councils to share with others We need council political leaders and chief executives to engage, invest in and collaborate on social value
