Priority geospatial datasets for the European Commission Concensus paper by AGRI, ENER, ESTAT, ENV, MOVE, REGIO, GROW

Geospatial data is essential for statistics and evidence based policy making in the EU Location - just as time - is a key factor for: - collecting, - processing, - storing, - analysing and - aggregating data. Statistics on a specific area help understanding the relevance of information and supports decision making.

Objective Provide a consolidated and consistent overview of Commission user needs set out cross-cutting and domain specific requirements of the European Commission for EU wide geospatial information and data products from Member States in support to Sustainable Development and other EU policies. Seek support from Member States to obtain more and better quality data

Key EU Policies with extended geospatial information needs European Statistical System (ESS) – 223/2009/EC Integrated Administration and Control System (IACS) - 1306/2016/EU Infrastructure for Spatial Information in the European Community (INSPIRE) - 2007/2/EC Directive on the re-use of public sector information (PSI) – 2003/98/EC Deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport (ITS) – 2010/40/EU

UNGGIM: Europe "The aim of UN-GGIM: Europe work is to ensure that the national mapping and cadastral authorities and national statistical institutes .., the European Institutions and associated bodies work together to contribute to the more effective management and availability of geospatial information in Europe, and its integration with other information, based on user needs and requirements."

UNGGIM: Europe The technical specifications of the 14 core data themes (based on INSPIRE) are becoming progressively available and all specifications should be completed by the end of 2018. The work on the business model for providing these data is on hold and needs to be resumed by the UN-GGIM: Europe Executive Committee.

Core Reference data specifications Buildings (BU), Cadastral Parcels (CP), Addresses (AD), Administrative units (AU), Statistical Units (SU), and Transport Networks (TN). Postal Codes (PC), Land Parcel Information System (LPIS)

General Requirements for all data themes Unique and persistent identifier full geographic extent of the territory at the scale larger than 1: 5000-10.000 update frequency should be one year or better INSPIRE mechanism of life-cycle attributes and versioning.

How can Member-states contribute? Enhance Quality beyond INSPIRE requirements: scale, thematic coverage, temporal coherence; Favourable Access and use conditions: open data, reasonable fees and rights to re-disseminate; Increase Reactivity: speed at which new data requirements from EU services can be met; Better Harmonisation: differences in the implementation and interpretation of INSPIRE make the compilation of pan-EU products difficult without further harmonisation work; Ensure Availability of download services.

Timeline (Member States) Short term: make data available per core data theme as is through INSPIRE Geoportal/Services Medium term: make data available per theme according to INSPIRE Data Specifications through INSPIRE Geoportal/Services Long term: make data available enhanced according to the UN-GGIM: Europe core specifications (end of 2021).

Timeline (Commission) 2018: The Commission provides an INSPIRE thematic viewer for the list of core reference datasets to support monitoring and access As of 2019: The Commission will monitor the progress of INSPIRE implementation for the core reference data by compiling pan European data sets towards the relevant INSPIRE Data Specifications in collaboration with Member States or their representatives (e.g. EuroGeographics) Up to 2021: To support Member States the Commission will also monitor the progress of delivery of pan European data sets according to the UNGGIM: Europe core data specifications.

Key messages We want official data first! If we don't use official data it is not because we don't want but because we have no other choice to meet our requirements! You want your data to be used! We are more than ready to use it but you need to help us by meeting our basic requirements. Help make EU wide products available by providing your data according to UN-GGIM or Core Reference Data (EuroGeographics) requirements Together we can achieve this but we need to move faster, as others also move fast.
