Proposal for future maintenance of Mutual Resolution 2 Submitted by the experts of OICA Informal document GRPE-78-17 78th GRPE, 8-11 January 2019 Agenda item 10 Proposal for future maintenance of Mutual Resolution 2 (Vehicle Propulsion System Definitions)

Background: The Informal Working Group VPSD, under the chairmanship of Christoph Albus, compiled Mutual Resolution 2 which was adopted in 2015. Since that time there have been no amendments to the Resolution despite some Regulations and GTRs deviating from those definitions it contains. During 2018 there have been a number of discussions regarding definitions which influence the classification (or not) as hybrids. The EU has presented a working paper (ECE-TRANS-WP29-GRPE-2019-05e) to GRPE 78 (Jan 2019) to amend the definition of “peripheral devices” with the intention of bringing short term clarity to the above discussion. All participants in this discussion appear to accept that a long term solution is necessary, probably discussing performance criteria for classification of Hybrid Vehicles

Proposal: OICA proposes to form a Task Force under GRPE (“Task Force VPSD”?) to maintain the content of and possibly extend the scope of M.R.2 It is OICA’s understanding that a Task Force requires neither a mandate from WP29 nor a sponsoring Contracting Party and may be chaired by a non-Contracting Party representative OICA is prepared to provide a Chair of such a Task Force A Secretary from a Contracting Party would be desirable The intention would be to include representatives of all industry sectors (Light Duty, Heavy Duty, Motorcycles and Non-Road) Initial work would focus on: a review of disharmonisation since the publication of M.R.2, and concepts for definitions to provide further clarity on the classification of vehicle as Hybrids (and under-classification where necessary and desired.)
