Good practices related to the implementation of the programmes of Instrument for Pre-accession Assistance (IPA programmes) Guidelines to internal and external stakeholders: to Eurostat technical units; to the countries covered by grant agreements; to the countries, covered by service contract; to the contractor implementing the service contract. IPA Guidelines The purpose of the Guidelines: To set rules and procedures for planning, implementing and reporting obligations (from the side of beneficiary countries and the contractor); To answer the most frequent questions and to avoid most common mistakes; To give practical examples whenever is possible; To explain how reports should be prepared and to offer concrete assistance for the filling in of templates. Any suggestions on the content and structure are welcome.
Multi Country List Main features of the Multi Country List: Yearly inventory of all activities (working groups, workshops, training courses, seminars, etc.) which are relevant for enlargement countries; Planning tool for beneficiary countries and contractor – "one stop source" of information; Flexible tool – new activities can be added upon countries/organisers' requests; Availability – to enlargement countries and Eurostat units (Circabc); Targeted communication via a unique channel – a functional mailbox.
Good practices in relation with enlargement countries Good practices and increased ownership: Development of a "Strategy for Statistical Cooperation with the Enlargement Countries 2014-2020" based on direct consultations with countries concerned and on their contributions; Building a direct dialogue with enlargement countries already at initial stage of design of IPA programmes (IPA 2014); Yearly visits of country officers to the countries they are responsible for.
Good practices in relation with Eurostat's technical units Improved internal communication on international cooperation: raising Eurostat technical units' awareness on international cooperation mandate and activities (mandate, activities, modus operandi, etc.); making Eurostat technical units aware of the need for assistance to international cooperation activities (estimation of input necessary and of resources requested from Directorates).
Good practices as to dissemination of information Publications available both in paper and electronic format: Pocketbook on the enlargement countries Leaflets on certain fields of statistics Statistical Requirements Compendium Statistics Explained Electronic tools: dedicated quarterly newsletter to enlargement countries (summary of most relevant developments in the ESS, EU legislation etc.) Internal dissemination of information: a web page dedicated to international cooperation, with a section on enlargement.
