Purpose of the GES-ESA Workshop Presented by: Mansi Konar, Economic Advisor, Defra, UK Date: 17th June 2013

Aim of the Workshop How ESA and GES can work better together to develop programme of measures To not focus on specific measures but to reach a common understanding on measures Jointly identify the key questions and steps to be addressed when developing measures. Ensure close co-ordination with existing obligations (under other EU or international regimes) such as WFD, UWWTD, Nitrate-D, Habitats-D, IMO-Regulations, etc.

What do we mean by ‘measures’? Drivers Response/ measures Impact State Pressures List of measures in Annex VI Input controls Output controls Spatial and temporal distribution controls Mitigation and remediation tools For the purpose of the workshop all these measures (including legislative measures) are within scope.

List of Questions….. Is there clear understanding and evidence of where problem lies (links between pressure and impact)? Are you using Annex VI to develop measures? Are you also considering introduction of other set of measures? How would you look at links between existing measures and new measures? What information would ESA require from GES to carry out cost effectiveness of measures? What is the relationship between environmental risks and disproportionate cost ? Timing issues?
