Farmers Profile

Collection of Farmers Records Farmers information is being collected from the major all India Schemes of Soil Health Card(SHC) and Pradhan Mantri Fasal Bima Yojana (PMFBY) etc. National Agriculture Market also contains farmers information. Village wise farmers list is created by merging and de-duplicating the data collected under the schemes which is made available through Search in all the 15 DBT schemes whereby the information is authenticated through respective scheme workflow. The validated data is made available for rest of the schemes. Thus this way farmer database with regular updated and single source of truth can be created. Farmer’s Search facility can be made available for non-DBT schemes like eNAM, PGS India, Fertilizer Distribution etc.

Definition of Farmer Land Records Land Record Authentication Farmers having land holdings) Land Record Authentication Centralized Farmers Database (Land Record Authenticated) Beneficiaries of Government Schemes Landless farmers and Farm workers Non Beneficiaries How to distinguish landless farmer from non farming person? Consolidated Centralized Farmers Database ? Authentication mechanism? Definition of farmer?

Constraints and Issues Definition of Farmer?: Land Owner: A person who’s name is verified against the land record as landowner Co-Owner of a land: A person who’s name is verified against the land record Immediate family member of person who’s name is verified against land records A person who has leased a land for farming Landless farmers: A person who’s name can not be found in land records i.e. he does not own land but he is working on land own by other person 12 Crore land holding data of farmers generated through schemes like Crop Insurance, Soil Health Card who’s records are verified against land records Other cultivators and farm labours, who’s name does not exist against land holding, but they are actual farmer but availing subsidy under Seeds, Fertilizers, pesticides etc. They can be growers who come to sell the produce in markets. These farmer records can be found in schemes like eNAM. All the above put together will create the farmers database.

Search Utility Integration in ATMA Scheme MIS

Methodology to create a Centralized Database Creation/Modification Import of farmer details from existing MIS and Soil Health Card database into Central Database. De-duplication of farmers record Generation of Unique ID Authentication (Aadhaar Search A search embedded in each scheme MIS searches from Centralized Database and uses the Farmer detail from there In case the search fails to find the farmer record, the record will be created in Centralized Database and simultaneously in the State /Scheme MIS along with the newly assigned Unique ID

Benefits of Centralized Farmers Database A Centralized Platform for Farmer Identification with Unique Beneficiary ID Identification of the actual beneficiaries Timely planning, execution, analysis and reporting of schemes & programs Eliminating inefficient processes in benefit transfer Bringing accountability and transparency to governance Faster and reliable authentication of beneficiaries Single source of truth. Once authenticated, individual Schemes/MIS will not need to authenticate again Source for a comprehensive farmer profile Data Analytics

Way forward Provision of requisite H/w; S/w and other infrastructure Conducting Workshops/training at State/Region level on regular basis Compliance with robust and standard integrating protocols/parameters Establish live linkages to multiple databases like State level MIS, Land Records Sharing of common parameters with Central /State level applications Adopting a Mechanism for regular updation through web services Sharing data on real time basis by customizing the application linked with central portal Aadhaar authentication Cross platform/Compatibility with all technology
