National Reporting as per Article 13 under the Basel Convention

National Reporting: current format Adoption of current format: Decision VI/27- adoption of revised questionnaire and its manual by COP6 (2002). COP 11 is requesting Parties to review the format and content of national reports. The proposal should be approved during the COP 12 (in 2015).

Reporting under Article 15 Stockholm Convention

Objective of reporting To provide information on how a Party is implementing its obligations under the Convention Information provided in the reports contributes to the effectiveness evaluation of the Convention Reporting cycle are every four years (next round in 2014)

Reporting obligations under Article 15 Parties to report to the COP on: The measures taken to implement the Convention; and The effectiveness of such measures. Parties to provide to the Secretariat: Statistical data (for each of the chemicals listed in Annex A and Annex B or a reasonable estimate of such data) Total quantities of production Import Export A list of the States from which each such substance was imported/exported

Decisions by the COP Adopted the format for reporting; Agreed on the periodicity (every 4 years) 1st national report: 31 December 2006 2nd national report: 31 October 2010 3rd national report: 31 August 2014 Adopted an electronic system for reporting, available on the web at: www.pops.int Requested the Secretariat to revise and adjust the reporting format/electronic system

Electronic system for reporting The reporting format: Part A: general info on the Party, requires information on the OCP submitting the report Part B: requires information on the implementation of the Convention Part C: requires specific information on PCBs Part D: requires info on PFOS Part E: allows for Parties to provide additional information

New Electronic Reporting Systems (ERS) Based on Feedback Server, which is a survey management tool ERS for BC and SC are customized versions of Feedback Server surveys Two independent surveys Pre-filled data from previous cycles Each country gets a group of passwords One for the official contact point/focal point  submitter Multiple for the supporting officers  who cannot submit

New Electronic Reporting Systems (ERS) – cont. Users can fill-in data, save progress and continue later Import data from excel – pre-defined formats Automatic data validation rules Flexibility to update data after submission Printing the report Linked to other system (e.g. focal points database, agreements, national definitions, etc) Advanced reports
