Energy Consumption in Transport Nikos Roubanis Energy Statistics Unit Task Force on the measurement of road traffic volumes in VKm
Energy Consumption in Transport Energy Statistics activities Data collection framework and development requirements What energy data we collect on transport Data needs Conclusions Task Force on the measurement of road traffic volumes in VKm
Energy Statistics activities Unit in Eurostat responsible for collecting energy data All forms of energy: Solid fuel, oil, gas, electricity and heat, renewable energy… All stages of production and consumption Production, import/export, transformation, consumption Quantities: both annual and monthly statistics Prices: essentially half-yearly Main output: energy balances per MS and for the EU Support to major EU policies Task Force on the measurement of road traffic volumes in VKm
Data collection framework and development requirements Long tradition of voluntary agreements Negotiations Council/Parliament for a regulation on energy statistics: 2007 Regulation 1099/2008, published 14/11/2008 (ESR) Requirements for development in the legal instrument Development requirements: More data on nuclear energy Further improvements in renewable energy Energy efficiency (in particular, much more data on consumption) Task Force on the measurement of road traffic volumes in VKm
What we collect with the ESR on transport Energy consumption by commodity By transport mode Road Rail Inland navigation Air transport Task Force on the measurement of road traffic volumes in VKm
Task Force on the measurement of road traffic volumes in VKm Share of road transport consumption in total consumption of transport (EU-27, all fuels) Task Force on the measurement of road traffic volumes in VKm
All fuels consumption for road transport (EU-27, Unit: ktoe) Task Force on the measurement of road traffic volumes in VKm
Fuel consumption for road transport (EU-27, ktoe) Consumption of electricity in road transport will also be collected in future Task Force on the measurement of road traffic volumes in VKm
Uses of road transport energy statistics To calculate the 10% biofuel target and the overall renewable energy share QA/QC of the EU inventory Production of relevant energy efficiency/carbon intensity indicators defined in 280/2004/EC implementing provisions Task Force on the measurement of road traffic volumes in VKm
Further data needs in road transport More details on the use of road fuels Passenger cars (by age, by type?) Goods vehicles (by size?) Busses/public transport Motorcycles Vehicle stock: By vehicle type Vehicle use Kms No of passengers Tonnes of freight Task Force on the measurement of road traffic volumes in VKm
Road transport and emissions This Task Force interested in more detailed transport data Energy Statistics interested in more focused/specific energy efficiency indicators Climate change and transport Energy efficiency indicators can easily be converted in carbon intensity indicators Converging statistical requirements Task Force on the measurement of road traffic volumes in VKm
Our own difficulties to progress Two major problems: Availability of Internal resources: Several development projects are already ongoing (i.e. household consumption, renewables, oil stocks) Energy statisticians are often not the right contacts: Mostly, transport and energy statistics are handled by different services in the MS Our own communication channels are therefore not sufficiently fit for the task Task Force on the measurement of road traffic volumes in VKm
Task Force on the measurement of road traffic volumes in VKm Conclusions We strongly encourage it, to try and bring this project to a success It is important for a number of EU policies The energy Statistics will be happy to support it Help in determining and discussing the needs and the possibilities Help in identifying energy-related technical issues This work must take into account existing work at national and international level Task Force on the measurement of road traffic volumes in VKm
