General Concepts Planning: preparing a sequence of action steps to achieve some specific goals. Strategy: (Greek)troop leader(قائد قوات ) .. A plan of action designed to achieve a long-term or overall aim. Strategic Planning: Defining long term goals Guide the work to achieve those goals Strategic Unit: It is defined as an Institution, company or group that has an independent entity and performs a specific function to produce a product or service 3

Concepts for Strategic Planning of Information Systems Strategic Planning of Information Systems includes the following concepts: General Planning for Strategic Unit. Defining the unit’s goal based on its unique capabilities compared to other units. Information System and Network planning. Includes planning information technology, Information system and network required to fulfill the General Plan for the Strategic Unit goals. 4

1. Strategic Planning ITU Recommendations for strategic planning: Determining goals and orientations. Define the general framework for the required job Determining the general architecture for the required technology including: networks, information systems, information technology, etc. Conforming to standard specifications 6

2. Implementation Planning Implementation planning contains implementation planning specification and projects to achieve the strategic requirements in the future. 7

3. Plans Types Development Plans: determining “the quantity of requirements, tools and equipment's” to achieve goals Technical Plans: Choosing the right equipment's and tools, how to assemble, operate and test them. 8

4. Implementation Method Dividing the plans as well as maintaining the integrity of the plans. Example of dividing the implementation of plan based on geographic area. 9

ITU Planning Steps and Requirements Consists of four Main Iterative steps: 1. Evaluate the current state 2. Studying Requirements & opportunities 3. Determining Plans 4.Implementation and Development 11

1. Evaluate the Current State Supervising the current state of the network components and their performance Understanding the environment of the network. Evaluating the network based on specific standards.

2. Studying Requirements & opportunities Studying the future requirements. Such as application, technical and user requirements. Evaluating development opportunities. Includes investment opportunities for future development, capabilities of new technologies, and human resources.

3. Determining Plans Conditions for making plans: The plans must meet the requirements. Determining steps required for implementation.

4. Implementation and Development Implementing the plans and evaluating results. Continues development.

1. Determining Strategy It includes determining the general network structure that includes: Locations for main network components. The required connections between network components in their location. 17

3. Requirements analysis A complete detailed analysis of network requirements for new networks. Analysis of development requirements for existing network 19

4. Network Design Define the general network components. Determining network capacity to be balanced with traffic load to give an accepted performance. Estimating the network costs. 20

5. Implementation Determining time for Implementing the suggested plan and scheduling tasks for implementation Set period of time to import requirements and assemble them within the scheduled time. 21

6. Management Networks need to be managed as follows: Define and implements management functions Following management standards Use the necessary tools to manage the network effectively ( database application programs, hardware, software, etc) 22

Implementation Plans and Projects Technical Issues is concerned with the following: Primary preparation studies. Traffic load and Network capacity. Transmission and control. Service and pricing.

1. Primary preparation studies It includes the following: Studying the expected demand and the traffic load exchanged within the network. Creating the primary network design: It means creating the conceptual design: the design that defines the implementation design and determines the tools and hardware. Determining standard specification. Studying financial requirements. Determining human resources.

Direct Proportional Relation Traffic and Capacity Traffic load is created by users. Network Capacity is offered by network provider. Network capacity must be large enough to cover all the demanded traffic load with an acceptable performance (network speed and quality). Performance controls and measures the balance between network capacity and traffic load. Performance Network Capacity Direct Proportional Relation

Transmission and control This includes the following: Addresses and numbers for users Remote control devices Transmitters and receivers and their channels that are connected between them

Service and pricing Includes: Offering the required service and guaranteeing its reliability and security. Determining the prices for the offered services.

Implementation Plans According to Time Scale Classified as follows: Long Term Plan Medium Term Plan Short Term Plan

Master Plan (Long Term Plan) Includes: Determining the budget. Determining Network Locations. Determining Human Resources. Estimating Traffic Load. Determining Network Capacity. Determining Standard Specification. Determining hardware and tools.

Medium Term Plans Medium term plan is driven from long term plans. It specifies medium term projects to implement requirements for long term plans.

Short Term Plan Driven from Medium Term goals and projects. It includes: Short term implementation projects. Scheduled tasks to achieve the required goals.

Project Execution Includes two main steps: Request for Proposals (RFPs) Proposals

1. Request For Proposal (RFP) The offered proposals should contain the conceptual design to define the basic requirements and the suggested design in general.

2. Proposals The submitted proposals usually contain the final Application design ready for installation. This application design defines: hardware - components - tools & requirements for implementation After that, the submitted proposals will be studied for choosing the best one.
