Central database - II new data collection is still needed, in particular for: the Member States who did not provide data or report small datasets transitional and coastal waters sediment and biota 13 substances that are in the Annex III of the new Directive 31 October 2008: intention to provide new data on priority substances 15 January 2009: data submission using the available data tool (http://www.oieau.fr/WISE-end-user-tool/) factsheet to disseminate the information  written comments by 31 October 2008.

Draft Mandate for a mixing zones guideline - I Article 4(4) of the new EQS Directive: technical guidelines for the identification of mixing zones should be adopted through comitology procedure Mandate of the Drafting Group: to support WG E  the CIS of the WFD 2000/60/EC, establishing activities on mixing zones the guidance will be tested background document: Mixing zones (Bonnomet, 2007), the UK and the NL approaches

Draft Mandate for a mixing zones guideline - II 4th WG E meeting: mandate, tentative timetable and proposed content of the guidance The Drafting Group on mixing zones will be chaired by the UK and co-chaired by the NL and the Commission Members: FR, DK 24 October: send comments and express the interest  DE, EUROELECTRIC, CEFIC, CONCAWE, EUREAU and HU + BE (test) early 2009: 1st draft guidance SCG is requested to endorse the draft mandate and the proposed approach of the drafting group

Draft mandate for an activity on emissions - I Result: Workshop on Diffuse Sources (Amsterdam, 28 – 29 May) Meeting of Water Directors in Slovenia (June 2008) Drafting Group: chaired by the NL and co-chaired by FR and the COM background information: How to build an inventory of emissions, discharges and losses (Fribourg-Blanc, 2007) results of the research on measures as part of the SOCOPSE and SCOREPP projects results of the studies on based on emissions of defined substances existing legislation/reports/studies (for e.g. Risk assessments reports made at EU level, mitigation measures, RIVM studies)

Draft mandate for an activity on emissions - II 5-step approach Step 1. Identify priority substances for which diffuse sources prevent reaching WFD-goals Step 2. Identify potential measures at national and/or EU level based on substance specific studies on existing legislation and gaps Step 3. Discuss effectiveness and feasibility of measures Step 4. Prepare technical substance specific report integrating results of previous steps Step 5. Prepare a technical report with potential measures in order to contribute to the cessation or phasing out of discharges, emissions and losses of PHS

Draft mandate for an activity on emissions - III 31 October 2008: comments in written on the new activity on emissions and to express their interest to join the drafting group  EEA, UK, IT, DE, EUREAU, CEFIC? and BE? Tentative timetable for 2009-2010: Kick-off meeting in January/February 2009: draft activity sheets, time-table and assignment of tasks First half of 2010: final report to WG E SCG is requested to endorse the draft mandate and the proposed approach of the drafting group Article 5(6) of the new EQS Directive: technical guidelines for the establishment of the inventories should be adopted through comitology  work for the next year
