The Team Today Colleen O’Neil, Ed.D., Executive Director 1/13/2019 The Team Today Colleen O’Neil, Ed.D., Executive Director Jennifer Weber, Special Projects Karen Martinez, Ph.D., Senior Consultant, Educator Preparation Kady Lanoha, Senior Policy Analyst Educator Preparation and Licensing Team 2

The Need Multiple calls for alignment Stakeholders in educator preparation LEAD Compact 2013 Report (rule alignment, content assessment updates, induction support) VIVA CEA Idea Exchange December 2013 Report 2009 Educator Preparation and Licensing review and report Inconsistencies within the rules and best practices Lack of clarity around statutory requirements 3

Stakeholder Engagement – The Process To Get To Here How far has the outreach gone? CDE conducted five focus groups across the state with stakeholders to gain insights and feedback on the educator licensing rules. Fall of 2014: Western State in Gunnison, Pikes Peak BOCES in Colorado Springs, University of Colorado Denver, University of Northern Colorado in Greeley, and Mesa University in Grand Junction. Range of outreach strategies- reached about 3,600 people CDE direct email notification Posting about focus groups via the SCOOP Online survey posted for feedback: Open Oct.- Nov. 2014- 408 respondents provided 788 comments in the survey 4

What It Is Review of all educator preparation rules for alignment with statute and best practice Colorado Statute, including SB 10-191 Colorado Academic Standards Early Childhood Education (Competencies) Clarification of rule in the event it is unclear or no longer relevant Sending in hardcopy transcripts or applications Opportunity for stakeholder input, feedback and direction for today and tomorrow 5

What It Is (cont.) Stakeholder feedback yielded three buckets – 1) Alignment 2) Needed endorsements 3) Legislative requests Educator Prep and Licensure Alignment of Rule and Content Assessments September 2014-February 2016 Endorsement and Pathways Additional Endorsements, -math specialist -master teacher options October 2015-TBD 2016 Colorado Revised Statutes 1991 Educator Licensing Act Review No Timeline, Feedback Collected Only 6

Remind Me About the Content Assessments? Content assessment alignment What we know now as the PLACE and the Praxis Draft rules, September 2015 Workgroup, Fall 2015 Recommendations to Board, Spring 2015 Adoptions, Spring-Summer 2015 Implementation, TBD **This is a very tentative timeline! 7

What It Is (cont.) This project is about the need for the education community (licensure rules and educator preparation entities across the state) to be on the same page and understand what teachers need to know and be able to do in order to ensure high levels of achievement for our students. 8

Big Ideas - Updates Grammatical and parallel formatting language Grammar and punctuation Rule number alignment Intro paragraph to each rule Statutory references Ensured correct references to statutes and other rules within the rules documentation Update to current standards and expectations ECE, Gifted, Educational Interpreter Teacher Quality Standards Principal Quality Standards Special Service Provider Quality Standards Colorado Academic Standards 9

Big Ideas (cont.) Clarification of endorsement levels addition of K-12, Elementary or 7-12, birth-21, birth-8 GPA requirements removed Minimal Naming Change and/or Clarification of Names Foreign Language to World Language Business/Marketing Drama to Theater Arts Art to Visual Arts Family and Consumer Studies to Family and Consumer Science Collapse of Existing Endorsements Teacher and School Librarian 10

Big Ideas (cont.) Update to Specific Rule - Discontinuance of Endorsements 5 year maximum time limit for discontinued endorsement and content assessments (from time of discontinuance) to be accepted by the Colorado Department of Education. Alignment of One Endorsement to Current Rule Gifted and Talented updates to align with updated rule 11

What It Is Not Rewrite of the 1991 Educator Licensing Act Policy reform/ Legislative updates Addition or changes to the core licensing requirements Rules for hiring at a local level Addition of new endorsements not aligned to rule updates - we are certainly tracking these. Each individual one of these will undergo their own 6-8 month process of rule making which will require stakeholder engagement etc. Examples include: Adaptive Physical Education, Math Specialist, etc. 12

What we need from YOU! Call for participation! From the information collected, CDE began full analysis of stakeholder feedback January through April of 2015. Developed a draft of the existing rules. July 16, 2015: completed the first draft of the rules based on stakeholder feedback and evaluation of current initiatives and best practices and they are posted for review until August 10, 2015. While we are close, this is the most important time for your engagement and feedback.  13

Anticipated Project Timeline Moving forward, the following is the project timeline: Draft Rule Stakeholder Feedback: Week of July 13, 2015.  CDE announced and posted a draft version of the rules in PDF format for stakeholder feedback. Stakeholders can review the document and provide additional feedback to CDE using a Google Form. CDE Informational Sessions: July 23 and August 4, 2015. CDE will host two information sessions. 15

Project Timeline (cont.) CDE Reviews and Incorporates Feedback: Week of August 10, 2015. CDE will review the stakeholder feedback and incorporate suggestions as needed. Formal Rule Making Process with the Board of Education: September and ongoing. Once the stakeholder feedback is incorporated, CDE will engage in the formal rule making process as set forth by the Board of Education. This process will include opportunities for additional written feedback and formal rule making hearings. The timeline for the formal rule making process is tentatively scheduled for September through the remainder of 2015 16
