Draft decision 3.6(2)/1 (RA III-17) Regional Association III (South America) decides to request the Secretary-General to scale up WMO support to strengthen the NMHSs infrastructure, capacity, and service delivery through: Establishment of effective partnerships, including with the Green Climate Fund (GCF), The World Bank (WB), the Inter-American Development Bank (IDB) and other funding institutions; Increased efforts in diversifying WMO country support mechanisms, including the planned Country Support Initiative.

New country support vehicles Shaping the “iceberg” of hydromet development 10% of iceberg total mass Use WMO-led projects and initiatives to create leverage CREWS, GFCS, ACP 90% that influences the iceberg’s behavior at its tip. If one wants to shape the iceberg’s behavior, one needs to shape the 90% that is under water. WMO Advisory Service Mechanism Country Support Initiative Closing the capacity gap: Increasing development effectiveness of hydromet investments. 3.1 International Partners Advisory Example: Green Climate Fund Climate rationale. Purpose Shape policies - provide science basis for policy making. Cost-recovery Employing WMO standards and evidence in development partners’ policies and investments Example: International Finance Corporation Renewable Energy policies, investments and standards. Climate risk-proof investments - provide science basis for resilient investments. Example: World Bank Standard Agreement for Technical Assistance. WMO technical expertise for partners projects - design, implementation and evaluation.

4.1 Purpose Create enabling environment for sustainable hydromet investments - national commitment and coherence for development effectiveness. Financed by bilateral partners Closing the capacity gap: Increasing development effectiveness of hydromet investments Provide WMO technical expertise for projects - design, implementation and evaluation. Connect the dots - bring actors together, supported by a knowledge platform (CPDB) under the Alliance for Hydromet Development. Explore public private engagement opportunities - innovative country-tailored business models (GWE). Seed funding to explore creation of an observation financing vehicle - performance-based financing for sustained observations and operational systems.
