Applicant: Slow Theatre Owner: Gregory Amaral and Albert & Ann Warren Address: 2500 Estes Road, east of Chico APN: 039-410-032 Development Services

Festival Description The festival is schedule for Saturday, September 2nd and Sunday, September 3rd. Festival hours are from 5:00 p.m. to 10:00 p.m. each day. The event is described as the Butcher Shop Theatre Festival. The festival puts on outdoor plays that are free to the community. It will include food trucks and beverage booths. The festival is proposing to have an estimated 500 to 600 attendees each day, which includes volunteers.

Environmental Analysis Planning Staff determined the proposed festival is exempt from the California Environmental Quality Act (CEQA) under Section 15304(e) Minor Alterations to Land: (e) Minor temporary use of land having negligible or no permanent effects on the environment, including carnivals, sales of Christmas trees, etc.

Comments Public Comments Staff did not receive any public comments.

Staff Recommendation It is requested that the Board of Supervisors take the following action on the requested outdoor festival license for Slow Theatre: 1. Find the festival to be Categorically Exempt under Section 15304(e) of the California Environmental Quality Act; and Approve the application for an outdoor festival license MISC17-0014 subject to recommended conditions.
