Electronic Survey System Performance 1/1/2016 – 6/16/2016 43,001 completed surveys Max load occurred on 4/25, the first Monday with Boeing Surveys completed 5,835 for day 983 in one hour (7:10-8:10) 176 in 10 minutes (7:10-7:20) 26 in one minute There were no server load issues that prevented survey responses

For Sites with Response Rates of at Least 50%* 2015/2016 Survey (to date) 767 Worksites 393,197 total employees 342,588 surveys distributed 241,928 surveys returned Response Rate = 70.6% 2013/2014 Cycle (for reference) 970 Worksites 518,664 total employees 445,577 surveys distributed 293,717 surveys returned Response Rate = 65.9% *With some exceptions

Response rates have rebounded well since the low in 11/12, with the 15/16 data (to date) seeing response rates that haven’t been seen since the 07/08 cycle. Response Rates

Methodology Discussion Weighted to Surveys Returned (old) Each individual survey is treated equal to any other survey This weights results to the surveys returned, ignoring the total employee population This methodology gives greater influence to sites with higher response rates. Weighted to All Employees (new) This extrapolates returned survey results for a worksite to the total employee population This weights results to total employees

Methodology Example Results for two sites Site A Total Employees = 100 Surveys Returned = 50 NDAT = 45% Site B Surveys Returned = 95 NDAT = 30% Method 1 – Weighted to Surveys Returned (Old) NDAT = (45% * 50 + 30% * 95) / (50 + 95) NDAT = (22.5 + 28.5) / 145 NDAT = 35.2% Method 2 – Weighted to All Employees (New) NDAT = (45% * 100 + 30% * 100) / (100 + 100) NDAT = (45 + 30) / 200 NDAT = 37.5%

The existing methodology treated all survey responses as equal, effectively weighting to surveys returned, translating into a direct measurement (not a survey). VMT/Employee When treating as a survey and expanding to the total employee population, performance varies. The VMT/employee in 13/14 was about 2.1% below 07/08. With 15/16 surveys to date, we are 1.7% below 07/08

Non Drive Alone Travel Rate Similar to the slide before, the red line is using the previous methodology and the blue line is weighting to all employees. Non Drive Alone Travel Rate NDAT has always been higher relative to the 07/08 baseline. In 13/14 NDAT increased 2.2% from the baseline. With to-date 15/16 surveys received, current NDAT is 2.6% higher than baseline.

2015/2016 Sites to Date vs Their Baseline This shows modeshare splits, with the blue bars representing the baseline year, and the grey bars representing the 15/16 cycle (to date). The baseline data are only for sites that are included in the 15/16 cycle to date, creating an apples to apples comparison

2015/2016 Sites to Date vs Their Baseline Weekly Drive Alone has decreased 0.79 percentage points from 63.4% to 62.4%. Weekly Carpool has decreased 2.03 percentage points. The biggest gains have been in transit, and walking modes.

Possible Future Efforts? Review data against potential biases

Response Rates vs NDAT & VMT/Employee 2013/2014 cycle Looking at a single survey cycle, the response rates do not correlate to the NDAT and VMT/Employee.

Response Rates vs NDAT & VMT/Employee All Cycles Looking at all of the cycles demonstrates this further, that the response rate does not appear to be related to a selection bias. Prior to reviewing the data in this manner, I anticipated lower response rate sites would have better performance, thinking that people that take the survey are more engaged in CTR. Seeing the data in this manner helps ease that concern.
