Ohio Broadband Initiative Ensure all Ohio’s citizens, businesses, governments, educational institutions, non-profits and healthcare facilities have viable access to superior broadband services Gov. Strickland signed an executive order July 26, 2007, that: Established the Ohio Broadband Council to coordinate Ohio’s significant broadband investments Created the Broadband Ohio Network, comprised of the new NextGen Network and OSCnet

Ohio Broadband Council Direct a unified, statewide broadband development effort Unite key state agencies to direct significant broadband investment and develop the phased implementation of Broadband Ohio Development of a strategic plan for statewide broadband deployment, determining the resources necessary for its implementation Coordinate all broadband activities that receive state-appropriated funds and pursue new federal and private-sector investments in broadband Establish policies that promote new public and private broadband and networking investments Develop a strategic plan to achieve Digital Inclusion

Ohio Broadband Council OBC will be co-chaired by: Steve Edmonson, Ohio’s Chief Information Officer Stan Ahalt, Executive Director of the Ohio Supercomputer Center OBC will include representatives from: Governor’s Office of Appalachia Board of Regents Public Utilities Commission Several state agencies Ohio’s business and labor communities Local governments Legislative branches General public

Ohio Broadband Council

Broadband Ohio Network NextGen Network Managed by the Office of Information Technology OIT will work with state agencies and local governments to coordinate an orderly transition from legacy networks to the NextGen Network to ease planning and avoid disruption of services. Provides “last-mile” broadband services to all state executive agencies, boards, and commissions and uses the OSCnet backbone for backhaul connectivity. The Governor is strongly encouraging non-executive state agencies and organizations to connect. ,

Broadband Ohio Network OSCnet Managed by the Ohio Supercomputer Center OSC will develop and deploy new technology that focuses on the retention, enhancement, and attraction of high-quality jobs to Ohio. Focuses on innovation, research, education, and economic competitiveness. Acts as the backbone for Broadband Ohio OSCnet is the nation’s most comprehensive statewide fiber-optic-based research and education telecommunications network to promote economic competitiveness. OSCnet will continue to serve the needs of higher education, K-12 education, public broadcasting, healthcare, agriculture, and research.

Beginning Steps Initial Funding – $4 million of existing capital funds and $20 million of Third Frontier Funds will: Let OSCnet continue to fully serve its current clients. Leverage the state’s current investment in OSCnet to use available capacity for other state functions. Upgrade the backbone architecture and incorporate last-mile DSL, cable, and Ethernet technologies. Support outreach activities to articulate plans, services, and offerings, as well as demonstrate options and share case studies. Additional funding – new and reprogrammed – will be necessary in future years to achieve the goals of the Broadband Ohio Initiative. Ohio Broadband Council – Membership Pending

Backbone Update Closing of ring 4 equipment is due to ship December 4, SFPs have come already Adding Gigabit portals at POPs with State, were due for turnup 9/28 Will probably be later in October 17:10

Backbone Update Current Gateways are running at 75% Total utilization is approaching 3 Gbps Turned up Time Warner Telecom to 950 Mbps ( Up from 625 Mbps) Getting additional bandwidth from Level3 Additional Bandwidth needed for full protection Looking at re-aggregating as BGP management is becoming troublesome 17:10

I2 and NLR update NewNet connection is up and running Still working through some issues (not technical per se) Commodity Peering Service had transmit issues Had to move all transmit back to commodity links Issue involved taking out CCC but not removing LSP, BGP still active on LSP and was shortest path. Packets arrived at NYC “all dressed up with no place to go…” 17:10
