Lessons on M & E Generally M & E operates well if integrated within operational units rather than keep them as separate units Usually people measure what is easier than what is important An M & E Framework enhances sysyematic monitoring and evaluation when well executed
Recommendations There is need to develop a Monitoring and Evaluation Framework, along side the Capacity Building Framework, which should be used by all stakeholders to capture information relating to capacity building programmes in climate change.
