Which path to Choose? Zero Carbon Glendale Project The Glendale City Council Has a Choice to Make Which path to Choose?

Requirements GWP Stated Requirements Zero Carbon Glendale Project Existing Plant Does not meet Air Quality or Reliability Needs – Must Go 350 MW Peak Load 1,500,000 MW Hr Annual load 167 MW Average Load N – 1 – 1 Reliability 171 MW Reserves (???) GWP Stated Requirements Zero Carbon Glendale Added Requirement 100% Carbon-Free Energy in Normal Operations By 2030

Zero Carbon Glendale Project Option “Zero” – Carbon-Free Energy by 2030 Reliability Requirements, Peak-Load Reserve Requirements, And Transition Period (2018 to 2030) Load Requirements Can be met with no new Gas at Grayson The Zero Carbon Glendale Plan Includes Use of Unit #9, Magnolia, the 75 MW LADWP Commitment, Efficiency Increases, and 85MW Hr battery Implementation at Grayson during the transition period (2018 to 2030)

Reliability Zero Carbon Glendale Project GWP to the Water & Power Commission, 3 April 2018: “Option 1, 191 MW of Gas and the 50 MW / 200 MW Hr Battery Can meet all operational, reliability, and economic goals of the Project.” Option Z, with No New Gas, 221MW Peak (80 MW firmed) distributed solar generation And 400 MW Hrs of distributed storage Can meet all operational, reliability and economic goals of the project.

Commission Recommendation Zero Carbon Glendale Project Commission Recommendation No Action on EIR and Study for 90 Days Preferred Approach (GWP) Option 1 (GWP) Option Z (Zero Carbon Glendale) 262 MW new gas plant, 0.5 MW Solar, no Battery 191 MW new gas plant,0.5 MW Solar, 50 MW / 200 MW Hr Battery 211 MW (80 MW firmed) distr. Solar 100 MW / 400MW hr Distributed Battery Increased Renewables Purchases 64% to 75% Efficiency Increases (Estimated 10% of Load)

90-Day Project Schedule Zero Carbon Glendale Project Do Nothing, GWP Preferred, GWP Option 1,Option Z, or Other ?? The Glendale City Council Must Decide and Get Started

12 – Year Transition to a Carbon-Free Glendale Zero Carbon Glendale Project 12 – Year Transition to a Carbon-Free Glendale Years 1 – 12 Installations of Residential Solar with Battery Installations of Commercial Solar with Battery Installations of City Solar with Battery Efficiency Improvements Year 1 Grayson & Grid Specifications & Design Years 2 – 4 Grayson Construction The City Council Can Begin Now by Funding the Solar Incentives Program at $20 Million per Year And Urging GWP to Begin Approving Installation of Grid-Tied Battery Storage Devices like the Tesla Powerwall 2
