Air emission accounts, formerly Namea (still used sometimes, e. g Air emission accounts, formerly Namea (still used sometimes, e.g. for Eurostat TF) Namea = acronym standing for National Accounting Matrix including Environmental Accounts, Literally is a statistical framework which extends the matrix presentation of national accounts (the Nam) to environmental flows The term originates from the work conducted by the Dutch Statistical Institute in the 1990s De Haan, M. and Keuning, S. (1994) ‘A national accounting matrix including environmental accounts; concepts and first results’, paper presented at the UNEP workshop on Environmental and Resource accounting, Slovakia, March 1994 Angelica Tudini ESTP course on air emission accounts Vienna, 6-7 September 2012

Environmental pressure caused by economic activities, with the UN handbook “System of Integrated Environmental and Economic Accounting” (SEEA2003) the term Namea became used as a synonym for Hybrid Flow Accounts ENVIRONMENTAL ACCOUNTS (mainly) in physical units ECONOMIC ACCOUNTS in monetary units examples: Supply-Use or NAM Environmental pressure caused by economic activities, by households … same accounting principles Direct natural resource intake Angelica Tudini ESTP course on air emission accounts Vienna, 6-7 September 2012 Namea – Theory and concepts 4 4

Air emission Accounts data up to 2010 were collected by Eurostat via bi-annual questionnaires - covering the years 1995 to t – 2, 60 industries (Nace Rev1.1) plus three households’ consumption categories 13 Pollutants: Carbon dioxide (CO2), carbon dioxide from biomass, sulphur oxides (SOx), nitrogen oxides (NOx), nitrous oxide (N2O), ammonia (NH3), methane (CH4), carbon monoxide (CO), Non-Methane Volatile Organic Compounds (NMVOC), particulate matter (PM10), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), sulphur hexafluoride (SF6) In 2012 data collection will cover 2008 – 2010, Rev.2 will be adopted for the first time From 2013 onwards Air emission Accounts will be compulsory under Regulation No 691/2011 14 Pollutants: Carbon dioxide (CO2), carbon dioxide from biomass, sulphur oxides (SOx), nitrogen oxides (NOx), nitrous oxide (N2O), ammonia (NH3), methane (CH4), carbon monoxide (CO), Non-Methane Volatile Organic Compounds (NMVOC), particulate matter (PM10), fine particles (PM2,5), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), sulphur hexafluoride (SF6) Angelica Tudini ESTP course on air emission accounts Vienna, 6-7 September 2012

Industries and households – Eurostat questionnaire ... ... Angelica Tudini ESTP course on air emission accounts Vienna, 6-7 September 2012

To answer questions such as: Why AEA? To answer questions such as: How much CO2 is emitted by private households and how much by industries? Which are the ‘hot spots’ within the production system? How much do they contribute to the economy in terms of value added, employment...? What is the relationship between the economic performance and the environmental performance of various production activities? Are the economic activities that pollute the most the same ones that spend the most on environmental protection? Angelica Tudini ESTP course on air emission accounts Vienna, 6-7 September 2012
