SIP Reform Group Robert Hodanbosi Ohio EPA, Division of Air Pollution Control May 22, 2011

SIP Reform Group Former Ohio Commissioner wanted to see progress in this area – signed up for group through ECOS New Commissioner gave OK to continue participation.

SIP Reform Group General observations SIP processing various by Region Not all SIPs are the same in terms of size, importance and complexity Some Regions have instituted measures to speed up processing, while others may have not

SIP Reform Group The Region VII Kaizen project appeared to provide a catalyst for a larger national effort ECOS became involved There appeared to be an alignment of the main parties all interested in improved processing.

SIP Reform Workgroup Good to have process where states/locals have input on the various priorities EPA recognizing that there is an issue – and that something should be done about is critical. Getting an early win with reduced copies is important Having EPA recognize simplifications in public hearing/public notice requirements will help efficiency

SIP Reform Workgroup Next steps are important Future reform will not be as easy as the reducing the number of copies being submitted for a SIP

SIP Reform Workgroup Everyone needs to keep up the momentum/activity in order to accomplish significant reform.
