Review of PGY1 and MSM Quotas for 2019-20 PGMEAC September 21, 2018

Context for 2019-20 To date, 25 PGY1 residency cuts in Ontario for CMGs continuing in 2018 – U of T share is 9. In 2019 – there are 986 provincially and 337 at U of T. No changes to IMG positions – 200 PGY1 provincially and 70 at U of T Unmatched CMGs – AFMC report released Feb 2017. Province provided 53 opportunities with RoS. 16 filled at U of T and 33 across Ontario. Considerations for 2019-20 PGY1 Allocations Re-allocation of 9 PGY 1 residency cuts are based on a 2015 baseline of quota allocations (before the reductions) We are now in the fourth year of reductions The MOHLTC has not yet updated it needs-based model for physician planning to guide decisions Reductions are are being rotated to minimize negative impact on programs, opportunities for medical students and service considerations and reviewed in provincial context Quota reductions are mitigated through CaRMS reversions, opportunities for sponsored residents, transfers and re-entry

PGY1 Positions Quota Allocations survey of all PDs conducted in Spring 2018 to assess requests and identify current information on supply and demand. QA Subcommittee met July 3rd to review requests and consider allocation scenarios: CMGs – Psychiatry, Medical Genetics, Internal Med and Pediatrics requested increases IMGs – Cardiac Surgery and Internal Medicine requested increases. PMR requested decrease Proposed 2019 quotas compared to 2018: CMG increases: Anesthesia, Plastics, IM, Med Gen, Adult Neurology, Psychiatry, Public Health CMG decreases: FM, Diag Rad, Neurosurgery, Lab Med, PMR and Rad Onc IMGs: increases in Cardiac Surg and IM, decreases in Neurology and PMR
