RESIDENCY VERIFICATION

Residency verification Texas Education Code 25.001 When a person applies for admission, the District may require evidence that the student resides within our boundaries. Proof of residency: examples Utility bill Apartment Lease Affidavit of residency The District may investigate the student’s residency as necessary. Mail addressed to the family Driver’s license address Voter registration cards Furniture, toothbrushes & socks Annual verification is allowed under Board Policy FD (Local). Procedures for annual verification are being developed.

Residency verification: PENALTIES for falsifying information A person who enrolls a child in school under false information may be guilty of a criminal offense. Tampering with Governmental Records – Texas Penal Code 37.10 Knowingly making a false entry in a government record Class C misdemeanor: $500 fine Third degree felony: 2-10 years in jail, $10,000 fine Tuition charges A person who knowingly falsifies information on a form required for a student’s enrollment may be required to pay the greater of: The maximum tuition fee the District may charge for the student; or The amount the District budgeted per student as a maintenance & operations expense ($8,559.00). Texas Education Code 25.001(h)

changes to intradistrict transfers – FDB (REGULATION) Application timeline (p. 1) May 15 – June 15 Open & Closed Campuses (p. 1) Determined annually by the Superintendent or designee Factors to consider* Available space; Instructional staff; and All relevant factors impacting the learning environment Closed campuses will not receive new transfers but will keep current transfers.

changes to intradistrict transfers – FDB (REGULATION) How long a transferred is approved (p. 4) A student may remain at the campus until he is promoted to the next campus. When a student promotes to the next campus, he must apply within the timeline to remain in the feeder pattern.

Unchanged terms: intradistrict transfers – FDB (REGULATION) Transfers for: Victims of bullying (p. 1) Mid-year moves from one attendance zone to another (p. 1) Employee kids (p. 2) Freshman & sophomores in newly opened high schools (p. 2) Siblings of students in centrally located programs (p. 2) Students with serious medical, mental, or psychological conditions whose needs can’t be met at the home campus (p. 2)

(p. 1) Current transfers (approved before 3/31/17) Continuously enrolled Apply each year Meet criteria Transfer not denied or revoked Siblings are not automatically grandfathered. Siblings apply independently and must meet current criteria.

CHANGES TO intERdistrict transfers – FDA (REGULATION) Employee Kids (p. 1) Closest Campus Before: Employee’s child was assigned to the campus closest to the employee’s work site. Added: If the closest campus is closed and there is not adequate space or instructional staff, the child may be assigned to the open campus closest to the employee’s work site. Termination Mid-Year If the parent’s employment is terminated mid-year, the child can stay for the semester or year if an application is submitted at the time of termination.
