The Honorable Pamela P. Dembe (Ret.)

FIRST JUDICIAL DISTRICT PENNSYLVANIA Serves the City and County of Philadelphia. Population of approximately 1 ½ million people. Largest court in the state by a significant margin.

FIRST JUDICIAL DISTRICT PENNSYLVANIA 98 Common Pleas Judges (general jurisdiction) judges. 33 Magisterial District Judges (limited jurisdiction judges). Numerous hearing officers, hearing masters and judges pro tem.

3 major courthouses. Several satellite operations.

Court Administrator elected by the Common Pleas judges. Serves 4 year term. Rarely removed until he/she decides to retire.

Approximately 1850 employees. Some unionized. Some serve at the pleasure of the individual judge.

Judges state employees. All others are City employees. City provides most of the court’s operating budget.
