How much are my dues this year? I need to pay them before the deadline. What do you mean that you don’t have my new address? I notified the NATA when I moved last summer. I don’t agree with this administrative rule. I don’t know why I keep my membership.

Requirement that individual register with the state Registration Requirement that individual register with the state No requirement that individual demonstrate minimal standards of competence or education Used when low probability that individual could inflict harm on the public ORC 4719.02 - “No person shall act as a telephone solicitor without first having obtained a certificate of registration . . .from the Attorney General under section 4719.03 of the Revised Code.”

Regulates specific use of occupational titles Certification Regulates specific use of occupational titles Prevents individuals who are not certified from using a designated title, but does not prevent them from performing same/similar functions Assumption that individual must meet minimal standards established by a private certification body ORC 4777.02 - “No person shall assume or use the title or designation “Certified Industrial Hygienist”… unless the person has been awarded the title by American Board of Industrial Hygiene….” ORC 4777.03 (A) - “In order to use the title “Certified Industrial Hygienist” or the abbreviation “CIH,” a person shall possess a valid, unexpired certification from the American Board of Industrial Hygiene.”

Licensure Permission granted by the government permitting an individual to practice a profession Licensing certifies that person meets minimum qualifications/competency needed to ensure that the public’s health/safety is reasonably protected Only licensed individuals may engage in the activities statutorily established in that profession’s scope of practice

Ohio AT Board Mission BOC Mission The mission of the board is to actively promote and protect the health of the citizens of Ohio through effective regulation of athletic training BOC Mission To provide exceptional credentialing programs for healthcare professionals to assure protection of the public

OATA Mission NATA Mission The mission of the OATA is to advance and strengthen the profession of athletic training while delivering and advocating for high quality healthcare NATA Mission The mission of the NATA is to enhance the quality of health care provided by certified athletic trainers and to advance the athletic training profession

It sounds like the Board and the Association Ali vs. Frazier Do the two organizations always battle each other? Thankfully, no A strong association needs a strong regulatory board… and vice versa 95% of time, board and association are on the same page. We each have the same end goal in mind. Board gets at that end goal by identifying how the public will be protected and the association gets at that end goal by identifying how this will advance the profession. For example, reimbursement of AT services in the clinic. Association wants this because it benefits ATs and makes them more marketable. Board might support this because it could increase consumer access to services, especially in underserved areas, which would be a public protection issue.

Role of Board is to effectively & efficiently regulate practice Identify and eliminate unneeded regulatory barriers Is this regulatory change worth the negative impact on the profession? Board can’t regulate in a vacuum Board can’t regulate the profession in a vacuum. Examples – apple is benefit to public protection and the orange is the negative impact on the profession If there is a major benefit to public protection and no or minor negative impact on the profession, board should always go forward with the change because of the positive outcome related to public protection If there is a major negative impact on the profession, but no or only a negligible benefit to public protection, Board should likely NOT make the change because the negative impact on the profession is not outweighed by the public protection benefit If there is no/minor benefit public protection and no/minor negative impact on the profession, board needs to really examine the change to determine how to proceed. In many cases, discussion with the association will lead to a third path that both benefits public protection and the profession
