Affluent(adj.) Impoverished (adj.) As a holiday spot for rich urbanites, Cornwell may look affluent. Having an abundant supply of money or possessions of value. Backers argued the project would bring much needed jobs to an impoverished part of town. Poor enough to need help from others.

Billow (verb) Menace (noun) Boxcars erupted in flames and piled on top of each other as thick black smoke billowed high into the air. Rise and move, as in waves. Angry rabid dogs, smog clouds, and annoying little brothers are all probable menaces. Something that is a source of danger.
