These promising developments can be further enhanced by the use of international standards, open source software, and open XML technologies.

The adaptation of the IEEE standard for learning object metadata ensured that CGIAR resources provide more contextual information about their educational use, and allows them to be available to a much larger audience through federated searches. 1484.12.1: Ieee Standard For Learning Object Metadata ISO/IEC 19796-1:2005. Initiatives of establishing agricultural learning objects repositories such as the CGIAR one benefit from further collaboration at an international level, e.g. through the Agricultural Learning Repositories Task Force (AgLR-TF), in which the CGIAR participates among others active in agricultural learning repositories development. The goal is to promote and develop a global infrastructure to facilitate sharing and reusing of agricultural, natural resource management and rural development learning resources. In addition, the interoperability of a repository with an integrated LMS using open source tools and also with other repositories can be further strengthened by incorporating resources and their descriptive information from other places or integrating library resources into eLearning through the harvesting of metadata, e.g., the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH).

Open XML technology can be further implemented to ensure that the learning processes are equipped with appropriate resources. The Darwin Information Typing Architecture (DITA) is a standard that allows course developers to structure content for technical communication and also learning content, thus ensuring that content components can be truly reused in different formats and for different purposes. Within this context it becomes critical to establish mechanisms to create learning objects that are truly reusable. Course developers should adhere to evidence-based instructional design (ID) models to create quality learning resources.
