IEEE Standards Coordination Committee 41 Background SCC41 IEEE Standards Coordination Committee 41 Background The IEEE P1900 Standards Committee was established in the first quarter 2005 jointly by the IEEE Communications Society (ComSoc) and the IEEE Electromagnetic Compatibility (EMC) Society. The objective of this effort is to develop supporting standards dealing with new technologies and techniques being developed for next generation radio and advanced spectrum management. On March 22, 2007 the IEEE Standards Board approved the reorganization of the IEEE 1900 effort as Standards Coordinating Committee 41 (SCC41), Dynamic Spectrum Access Networks (DySPAN). The IEEE Communications Society and EMC Society are the sponsoring societies for this effort, as they were for the IEEE 1900 effort. Within the IEEE Standards Association (IEEE-SA), a standards coordinating committee is a direct sponsor of standards, reporting directly to the IEEE-SA Standards Board. The IEEE 1900 Committee ceased to exist at the inaugural meeting of SCC41 in April 2007. The work of the IEEE 1900.x Working Groups continues under SCC41. 1/16/2019

Standards Development Subgroups (1 of 5) SCC41 1900.1 Working Group: Standard Definitions and Concepts for Dynamic Spectrum Access: Technology Relating to Emerging Wireless Networks, System Functionality, and Spectrum Management Scope: This standard provides technically precise definitions and explanations of key concepts in the fields of spectrum management, cognitive radio, policy defined radio, adaptive radio, software defined radio, and related technologies. The document goes beyond simple, short definitions by providing amplifying text that explains these technologies. The document also describes how these technologies interrelate and create new capabilities while at the same time providing mechanisms supportive of new spectrum management paradigms such as dynamic spectrum access. Purpose: New concepts and technologies are rapidly emerging in the fields of spectrum management policy defined radio, adaptive radio, software defined radio, reconfigurable radio and networks and related technologies. Many of the terms used do not have precise definitions or have multiple definitions. This document facilitates the development of these technologies by clarifying the terminology and how these technologies relate to each other. Standards Development Subgroups (2 of 5) SCC41 1900.2 Working Group: Recommended Practice for the Analysis of In-Band and Adjacent Band Interference and Coexistence Between Radio Systems Scope: This recommended practice provides technical guidelines for analyzing the potential for coexistence or in contrast interference between radio systems operating in the same frequency band or between frequency bands. Purpose: New concepts and technologies are rapidly emerging in the fields of spectrum management, policy defined radio, adaptive radio and software defined radio. A primary goal of these initiatives is to improve spectral efficiency. This recommended practice provides guidance for the analysis of coexistence and interference between various radio services. Fall 2007 Status: Project Authorization Request approved March 2005; IEEE Draft Standard P1900.2 is in the balloting and recirculation stages. Standards Development Subgroups (3 of 5) SCC41 1900.3 Working Group: Standard for Assessing the Spectrum Access Behavior of Radio Systems Employing Dynamic Spectrum Access Methods Scope: The scope of this standard is to specify techniques for testing and analysis to be used during regulatory compliance and stakeholder evaluation of radio systems with dynamic spectrum access (DSA) capability. Purpose: While there has been vigorous research on and prototyping of radio systems with dynamic spectrum access (DSA), the potential for deployment may be affected by the ability of regulatory agencies and industry stakeholder to verify that a system conforms to applicable technical and policy requirements. This standard which focuses on RF system test and certification make it feasible to provide such assurance. Fall 2007 Status: Project Authorization Request is pending approval by IEEE SDCOM. P1900.3 previously had an approved PAR of narrower scope, titled “Recommended Practice for Conformance Evaluation of Software Defined Radio (SDR) Software Modules.” The broader PAR described above has been drafted to support merging of P1900.3 and 1900a, and was approved by the groups and SCC41 in July 2007. Standards Development Subgroups (4 of 5) SCC41 1900.4 Working Group: Architectural building blocks enabling network-device distributed decision making for optimized radio resource usage in heterogeneous wireless access networks. Scope: This standard defines the building blocks comprising i) network resource managers, ii) device resource managers, and iii) the information to be exchanged between the building blocks, for enabling coordinated network-device distributed decision making which will aid in the optimization of radio resource usage, including spectrum access control, in heterogeneous wireless access networks. The standard is limited to the architectural and functional definitions at a first stage. The corresponding protocols definition related to information exchange will be addressed at a later stage. Purpose: The purpose of this project is to improve overall composite capacity and quality of service of wireless systems in a multiple Radio Access Technologies (RAT) environment by defining an appropriate system architecture and protocols which will facilitate the optimization of radio resource usage, in particular, by exploiting information exchanged between network and mobile Terminals, whether or not they support multiple simultaneous links and dynamic spectrum access. Fall 2007 Status: Project Authorization Request approved December 2006. The Working Group has an objective of completing its work by end of 2007 and to initiate the IEEE sponsor balloting process at that time. Evaluation – Assessment of whether or not a system is correct, i.e., whether or not it complies with a specification Evaluation of the etiquette Evaluation of the implementations Levels of assurance Fall 2007 Status: Study Group approved March 2006. This study group is merging into IEEE P1900.3 which will pursue standards in this area. Study group A is expected to terminate at the December 2007 SCC41 plenary. SCC41 Summary The spectrum crunch resulting from the demand for new services in many applications is a major driving factor for the development of new radio system technologies. There is a complex interrelationship between business cases for new wireless services, technology, standards and regulatory requirements. IEEE SCC41 is well positioned to play a leading role in meeting the standardization requirements in next generation radio systems. Regulators need standards to reference. The IEEE 1900.1 Working Group has already made significant contributions to the ITU-R. 1/16/2019
