Theoretical Coordinates: Normative Structure of International Action All states behave according to the norms. All state actions except accidental are determined of normative structure. There are two major types of norms: associative and political. Theoretically a change of the world is a change of normative structure.

The Problem of Definition of Situation: World Economic Order Definition of situation of the world among members of international community is a core of normative structure of international action. There are two aspects of definition of situation: the problem of economic-political order of the world and the problem of global threat to international security.

The Problem of Definition of Situation: Global Threat Global threat is a commonly accepted by all major members of international community vision of a real danger to international security. Global threat is defined through a phenomenon of the instrumental threats. Theoretically a change of the instrumental threats is a sign of changing normative structure.

A Theory of Changing World Theory does not depend upon ideology. It is just a matter of logic to see a further normative shift and its structure.

There are four circumstances each of them is a sufficient for the beginning of the World War. Ideology of ‘united nations’ is a core of international security.
