Why do teachers in the sector need to be registered? The Scottish Government’s Registration of Independent Schools (Prescribed Person) (Scotland) Regulations 2017 came into force on 1st October 2017. These regulations require all teachers working in Independent Schools to be registered with GTCS. Teachers appointed prior to 1 October 2017 have until 1 October 2020 to become registered. Teachers appointed after 1 October 2017 need to be registered with GTCS before going into the classroom. GTC Scotland

Key quotes ‘……. transitional arrangements will afford all teachers currently employed within independent schools a period following commencement within which to secure GTCS registration. At the same time, all new teachers who take up employments in those schools after the commencement date will need to be GTCS registered.’ Education Bill 2015 ‘We do not want to restrict registration and we certainly do not see it as a means of teachers who deliver well in schools losing their jobs as a result of what is in the Bill…….. What are the requirements for Full Registration? Degree (or equivalent @ SCQF Level 9). For secondary, including 80 SCQF credit points in subject area Initial Teacher Education teaching qualification (TQ) Primary - (relevant to primary age range) Secondary – (relevant to subject area across age range) 190 days teaching service within last 10 years GTC Scotland

What constitutes a teacher? …“teacher means an individual who has either obtained a recognised teaching qualification, or who has satisfied the GTCS that they have adequate education, training or experience to warrant registration.” Para 3, 2011 Order A teacher has responsibility for: Planning the curriculum Delivering the curriculum Assessment, inc. presentation for formal examinations Reporting Recording Parental engagement GTC Scotland

Progress to date Positive and co-operative relationship between GTCS and the schools Increase in applications for registration from teachers in the sector 2015/16 (93); 2016/17 (100); 2017/18* (137) * includes NSO Progress being made on development of Steiner and Montessori teaching qualifications – the aim is to bring forward for accreditation approx. 2020 Working Group on Registration of Senior Leaders and Head Teachers in Independent and Grant Aided Schools has developed a number of processes and documents to support a potential registration category for those who can’t obtain Full Registration in one of our teaching categories GTC Scotland

Progress to date – Communication and Support Appointment of officer with responsibility for Independent School Registration – specific, single point of contact Creation of a suite of Route Maps for registration to clarify processes Visits to schools to provide clarification and reassurance Registration ‘clinics’ held at schools to provide advice to individual teachers on the most appropriate route to registration for them Expansion of the Independent School Registration section of GTCS website, to provide a range of helpful information GTC Scotland

Key actions to date – Policies and Categories Establishment of flexible Named School Only category to enable teachers employed prior to 1 October 2017without a degree and/or TQ to register and remain in post; Review of Additional Support Needs Registration, leading to increased flexibility for ASN teachers in the sector (esp. Education through Care Scotland); Working with Montessori and Steiner schools re. development of specific teaching qualifications and registration categories for teachers in these schools; Establishment of a Working Group for Registration of Senior Leaders and Head Teachers in Independent and Grant Aided Schools to explore potential for a new registration category for those who can’t obtain Full Registration. Registration of teachers in Education through Care Scotland (EtCS) establishments Teachers appointed prior to 1 October 2017 can – benefit from a flexible approach to ASN registration; or those teaching the primary or secondary curriculum can opt to work towards registration in Primary or Secondary Education, e.g. via the University of Highlands and Islands TQ Practitioner Route. Named School Only registration can be awarded in the meantime; Importantly, only those with sole responsibility for performing the roles and responsibilities of a teacher should apply. Registration category for Senior Leaders and Head Teachers in Independent and Grant Aided Schools An exceptional category to facilitate Full Registration for individuals in these roles who are not eligible for Full Registration in one of GTCS’ teaching categories (e.g. those who have not taught in the classroom for 10 years or longer) Requirements for Full Registration will include a teaching qualification, degree and a self-evaluation confirming that the GTCS’ Standard for Leadership and Management has been met Will be open to those already employed in one of these roles and those being considered for appointment to one of these roles GTC Scotland 16 January 2019

Challenges Just under 2 years until all teachers in the sector are required by law to be registered with GTCS Approximately 230 teachers in the sector still need to register (based on Education Scotland statistics) Confusion at some schools around who needs to be registered – only those who are performing the roles and responsibilities of a teacher are required to register GTC Scotland 16 January 2019

Making our Partnership work GTCS will: provide advice to schools and teachers be ready to discuss any issues arising with registration of current and new members of staff and seek flexible solutions for these continue to develop flexible routes to facilitate Full Registration for teachers in the sector consider further creative solutions, eg Registration Equivalence Tests continue to consider “non-standard” applications on a case-by-case basis GTC Scotland

Making our Partnership work HTs/HMs/Principals are asked to: take positive action to ensure that all teachers are aware of the need to register by 1 October 2020 and to encourage those who are not currently registered to do so monitor the number of teachers who are still unregistered and take action where required ensure adverts reference clearly the need for GTCS registration GTC Scotland

Next steps Working Group on BGE (Broad General Education) Registration is being set up to prepare for establishment of a category for teachers working in the 5 – 14 years age range. Timescale for ready to go category – Easter/summer 2019 We will continue to visit schools in the sector Information will be circulated directly to schools to clarify which members of staff require registration We will monitor the number of registered teachers in the sector via the Education Scotland 2018 and 2019 censuses Regular newsletters will be issued to schools during 2019 and 2020 to provide updates on progress in the run up to 1 October 2020 and other useful information GTC Scotland 16 January 2019
