AQMP Support Programme 2011 Aim of the support programme was to ensure effective implementation of section 15 of NEM: Air Quality Act (AQA) AQMP support goal AQA Section DEA intervention Encourage municipalities to develop AQMPs S.15 AQMP training Improved quality of AQMPs S.16(a) AQMP manual, training, AQMP support staff, templates, evaluation checklist Assist in implementation of AQMPs * S.16(b) The business case – Resource requirements

ACQUIRING FINANCIAL RESOURCES FOR AQMP IMPLEMENTATION

Limitations of AQMP Manual Does not provide guidance on how to include resource requirements during AQMP development Hence the Business Case E- tool was developed to assist in determining the financial requirements

Business Case e-Tool Microsoft Excel Based Calculates the human resources requirements, identifies technical tools required and calculates the financial requirements for both Based on specific scenario applicable to the municipality/province

Developing Scenarios for the Tool Characterisation of municipalities and provinces (4 Workload indicators) Number of listed activities managed Number of monitoring stations to be maintained Number of section 23 activities Number of other air quality issues to be managed (domestic burning, biomass burning, vehicle emissions etc.) Oversight and coordination (Provinces only)

Business Case e-Tool Management of listed activities Management of monitoring stations Management of section 23 activities Management of other air quality issues Background calculations are based on the following: Workload assessments (How long it takes to undertake specific AQ functions) Prices of procuring monitoring stations, portable equipment's, development of by-laws, etc. were based on year 2014 quotations The cost of maintaining stations per year was obtained from authorities
