4.2.3 the decision-making processes followed by land managers and/or governments or their agencies relating to conflicting interests over the use of outdoor environments, including the role of the Victorian Environment Assessment Council (VEAC)

Key Skill evaluate decision-making processes relating to conflicting interests over the use of outdoor environments

Who decides? When a conflict occurs about use of an OE a decision has to be made (Bastion perhaps a good example where a long time for a decision to be made) If conflict is over Crown land (ie government or public land) the decision is the responsibility of the organisation or authority who manages that land (eg Bastion Point, East Gippsland Shire)
