Northern Netherlands Alliance Alliance of 3 Dutch provinces: Fryslân, Groningen & Drenthe Cooperate to strengthen the economy of the N-NLs, by fostering innovation Managing Authority for N-NLs’ ERDF Operational Programme and the RIS3 Networking organization for government agencies, clusters, knowledge institutes, businesses and intermediate organizations (facilitating body)

Policy instrument addressed: RIS3 in the Northern Netherlands Aims at broadening and connecting value chains, by creating ‘cross overs’ between sectors and technologies Invites businesses, clusters and knowledge institutes to jointly invest in new chains, products and markets Clusters and SME’s are pivotal S3 widely adopted in the NNL RIS3 operationalized in ‘N-NLs Innovation Agenda’ Quadruple helix governance
