Isolationism The US government & people do not want involvement in foreign conflicts after experiencing World War 1 Harding promises a Return to Normalcy (return to before WW1) US Senate rejects the Treaty of Versailles & joining the League of Nations

Kellogg Briand Pact 60 + countries agree to reject using offensive War as a policy to avoid further conflicts Although nothing was put in place to address a country that breaks the pledge. Germany, Japan & Italy all signed this treaty

Washington Naval Conference Although……. Countries agree to limit their naval forces Major powers agree to respect current holdings and territories in Asia & the Pacific Japan invades Manchuria (part of China) in 1931 Japan withdraws from the naval treaty

Good Neighbor Policy FDR promotes Fair Trade & Cooperation with Latin America instead of using military force to enforce US policy (no more Big Stick)

Neutrality Act 35-39 Italy Invades Ethiopia 1935 Germany rearms the Rhineland 1936 Japan invades China 1937 Germany annexes Austria 1938 Munich Pact gives Hitler Sudentland 1938 Germany invades Czechoslovakia 1939 Series of laws that tried to keep the US neutral and uninvolved in tension and possible war in Europe

Lend- Lease Act Germany invades Poland Sept 1939 Start of WWII France surrenders in 1940 allowed FDR to sell, lease or lend defense (military) materials to Great Britain economic declaration of war violated neutrality In response Germany begins to attack merchant ships delivering these war materials to Great Britain using U- Boats (submarines) …the U.S. is practically fighting Germany with dollars not bullets
