“All communities divide themselves into the few and the man “All communities divide themselves into the few and the man. The first are the rich and wellborn, the other the mass of the people…. The people are turbulent and changing; they seldom judge or determine right. Give therefore to the first class a distinct, permanent share of the government, They will check the unsteadiness of the second, and they cannot receive any advantage by change, they therefore will ever maintain good government.” -Alexander Hamilton , 1787 Summarize the main idea of Hamilton's speech. What problem(s) did Hamilton have with the Articles of Confederation? Make an inference, how would Hamilton change/improve the government?

Constitutional convention ”Demigods” – most representatives were the rich and elite. Strong nationalism. Stronger central government

Great compromise Virginia Plan – representation based on population. New Jersey Plan – each state would have equal representation. House of Representatives would be based on population; each state would have two representatives in the Senate.

Issue of slavery Three-Fifth Compromise – slaves would be counted at 3/5 of a person. Slave trade allowed to continue until 1807.

Federalists vs. antifederalists Federalists – favored a strong central government. Antifederalists – wanted states’ rights, weaker central government. Federalists – wealthy, educated, lived in settled areas. Antifederalists – working class/poor, less educated.

Constitution passes Nine states adopted the Constitution on June 21, 1788. Strong central government. Three branches of gov’t. Standing army. Power to tax.

Why were many delegates at the Constitutional Convention referred to as “demigods?” Most were wealthy elites. Most delegates were Loyalists. Delegates were not elected. Most delegates were wealthy Southern planters. Nearly every delegate was a leader of a religious organization.

The Virginia plan called for states to be represented based on their Geographic size. Population. Contribution to the American Revolution. Number of slaves. None of the above.

The ”Three-Fifth Compromise” was an attempt to ease concerns in the South that Based on population, Northern states would dominate the new central government. Northern states would attempt to abolish slavery in America. Slavery would not be allowed in Western territories. Slave rebellion would overthrow the new central government. Voting rights would be granted to slaves.

All of the following were provided for in the US Constitution EXCEPT Three branches of government. A Congress with the power to enforce taxation. A House of Representatives based on population. A Bill of Rights A Senate in which each state had two representatives.
