Transition between Phase 1 and Phase 2 First phase of the pilot river basin (PRB) exercise finalised at the end of 2004 Main objective of Phase 1 was to test and report on coherence amongst the different GDs in the selected PRBs Preliminary steps leading to long-term development of RBMP and preparation of PoM Phase 1 produced some recommendations on issues that might be considered in the continuation of the exercise
Phase 1 main outcomes Main results are summarised in the PRB OUTCOME REPORT: Testing of the WFD Guidance Documents Individual Art. 5 PRB Reports for: Odense, Tevere, Jucar, Somos, Shannon, Suldal, Ribble, Scheldt, Oulujoky Experience gained: How to deal with GDs, how to approach problems, communication among PRBs, sharing of information, comparison amongst different methodologies
Pilot River Basin/0 – PRB exercise Phase II Introduction to Phase 2 Preparation of the PRB mandate for the 2005 2006 activities 27-28 October 2004: presented and endorsed by the Strategic Coordination Group 2-3 December 2004: endorsement by the Water Directors The PRB Mandate as well as all documents relative to Phase 2 (updated on 15 June 2005) are available on CIRCA under: Pilot River Basin/0 – PRB exercise Phase II In the spirit of the new mandate the PRBs participation will be: MORE FLEXIBLE AN INTEGRAL PART OF ACTIVITIES UNDER THE CIS STRUCTURE
PRB Phase 2 Organisation strong need of co-ordination PRBs will be tools to reach the goals of the WGs strong need of co-ordination The work programme of each WGs in the CIS structure for 2005-2006 should be reviewed and discussed together with PRBs

PRB Phase 2 Organisation PRBs shall produce the necessary input as required by the various WGs or activities and as agreed within the respective activities directly with the other PRBs concerned PRBs are requested to produce progress reports on the activity in English and written input to the final Outcome Report prepared by the JRC WG leaders shall collect PRBs’ intermediate progress reports and transmit them to the JRC WG/activity leader together with the PRB leaders shall be responsible for the setting of tasks, timetables and deliverables
PRB Phase 2 Organisation Need to organise a structure for information exchange reflecting the CIS organization for the 2005-2006 period CIRCA, PIE, WISE-RTD PRBs will provide WGs with all the information, report, documents, maps, etc., which they would like to upload
Progress reports every 4 - 6 months by each PRB to respective WG Phase 2 Expected Outcomes Progress reports every 4 - 6 months by each PRB to respective WG WG leader summaries based on the individual progress reports Reports and outputs in support of WGs or activities (selected PRBs - as appropriate) Reports on (elements of) Pilot River Basin management plans by the end of 2006 (selected PRBs) An Outcome Report summarising all activities, experiences, findings of Phase II to be produced by the JRC on the basis of the input provided by all WG leaders and PRBs
PRBs: Objectives and key areas to present examples and ideas for key elements of the WFD implementation ahead of the deadlines required by the Directive, to provide concrete input and case studies regarding all activities under the CIS, address questions on so-called “key areas” identified by the respective Working/Activity Groups, to create networks and activity with other interested partners on subjects not (yet) identified as “key areas” under the Common Implementation Strategy.
