JRC INSPIRE team INSPIRE MIG-T Meeting Ispra, 25-26 October 2016 Priority list of datasets on Geoportal JRC INSPIRE team INSPIRE MIG-T Meeting Ispra, 25-26 October 2016

Issue description: No possibility to search MS metadata records at the Geoportal to find (with decent level of reliability) national datasets that are related to various types of environmental reporting. The use of various suitable MD elements defined by the INSPIRE MD Regulation (e.g. Keywords) are not used at all or if used then not in a consistent/ harmonised way. http://inspire-geoportal.ec.europa.eu/

Main objectives: MS to be able to identify those datasets that fall under the “Priority list of data sets necessary for environmental reporting” defined in the AA 34011 (ENV 2016) INSPIRE for Better Regulation. INSPIRE stakeholders to be able to find & use the priority datasets necessary for environmental reporting. (i.e. general improvement of the data content of the Geoportal) EC to find & monitor how the priority datasets are being published (made available) on the EU Geoportal. http://inspire-geoportal.ec.europa.eu/

Not to extend the current set of INSPIRE MD elements. Principles to follow: Not to extend the current set of INSPIRE MD elements. Together with MS agree on additional keywords to “tag” relevant MS datasets. The keywords should be “picked” from agreed thesaurus / code lists managed by the INSPIRE Registry. The reusability of the keywords for other MD records (datasets). http://inspire-geoportal.ec.europa.eu/

Proposal to MIG-T: To develop 3-4 new code lists addressing the following aspects of the datasets: Dataset scope – e.g. National, Regional, Local Environmental domain (e.g. re-use of the Environmental Domain INSPIRE AM theme code list) E-reporting legislation obligation e.g. water / drinking water (e.g. reuse of EEA ReportNET code lists/ or EUROLEX) Level of relevance for the e-reporting -Data pyramid e.g. level 1 - reporting data … code lists 2 and 3 could be integrated http://inspire-geoportal.ec.europa.eu/

Proposal for encoding: SCOPE CODE- LIST ENVIRONMENTA L DOMAIN CODE-LIST LEGISLATION CODE-LIST PRIORITY CODE-LIST Example of composite keyword national water water framework directive 1 INSPIRE_NAT_WA T_WFD_001 regional air floods directive 2   local waste … 3 MD record would include only one composite keyword that does not actually belong to any codec list but, by construction, would be unique (unlikely to be already in use).             <gmd:descriptiveKeywords>                <gmd:MD_Keywords>                   <gmd:keyword>                      <gco:CharacterString> INSPIRE_NAT_WAT_WFD_001</gco:CharacterString>                   </gmd:keyword>                </gmd:MD_Keywords>             </gmd:descriptiveKeywords> http://inspire-geoportal.ec.europa.eu/
