Individual Assistance (IA) Individual Household Program (IHP)

Overview The Federal Emergency Management Agency’s (FEMA) Individuals and Households Program (IHP) provides financial and/or direct assistance to disaster survivors who, as a result of a major disaster or emergency, have necessary expenses and serious needs that are unmet through insurance or other means.

Other Needs Assistance The IHP consist of two provisions: Temporary Housing, Repair, Replacement and Permanent Housing Construction Housing Assistance Medical/Dental, Funeral, Child care, Personal property, Transportation, Moving and storage and Other miscellaneous expenses Other Needs Assistance

Permanent Housing Construction Housing Assistance Temporary Housing Repair Replacement Permanent Housing Construction Temporary Housing Financial Temporary Housing Assistance is provided to homeowners and renters to secure temporary housing while repairs are being made to their pre-disaster primary residence or while they transition to permanent housing. The assistance may be used to rent a house, apartment, manufactured home, recreational vehicle, or other readily-fabricated dwelling. Direct Temporary Housing Assistance may only be implemented when disaster survivors cannot make use of financial temporary housing assistance due to a lack of adequate alternate housing. Direct Temporary Housing Assistance must be requested by the impacted State or Tribe and approved by FEMA. Once approved, FEMA may provide rental units or manufactured housing units directly to homeowners and renters for temporary use. Repair Financial assistance is provided to homeowners to repair disaster-related damage not covered by insurance. The assistance is intended to repair the home to a safe and sanitary living or functioning condition. As a condition of accepting disaster assistance, flood insurance may be required if the home is located in a Special Flood Hazard Area. Replacement Financial assistance is provided to homeowners to replace a disaster‐damaged home. If the home is located in a Special Flood Hazard Area, the homeowner must comply with flood insurance purchase requirements as a condition of receiving disaster assistance. Permanent Housing Construction Financial or direct assistance may be provided for the construction of a home in insular areas outside the continental US and other locations when all other housing resources are unavailable, infeasible, or not cost-effective. This type of assistance must be requested by the State or tribe and approved by FEMA. If the home is located in a Special Flood Hazard Area, the homeowner must comply with flood insurance purchase requirements and local floodplain management ordinances as condition of receiving disaster assistance.

Other Needs Assistance Medical / Dental Funeral Child care Personal property Transportation Moving and storage Other, miscellaneous expenses Medical/Dental Financial assistance to pay for disaster-related expenses including, but not limited to hospital and ambulance services and the replacement or purchase of medication. Funeral Financial assistance to pay for expenses incurred for a death due to the disaster. Expenses include, but are not limited to the cost of a casket or urn and funeral services. Child care Financial assistance to pay for expenses incurred for disaster-related child care. Expenses include, but are not limited to, child care costs for children ages 13 and under or children ages 14 to 18 with a disability. Personal property Financial assistance to repair or replace common household items including, but not limited to, furnishings and appliances, ADA Accessible items, and specialized tools and/protective clothing required by an employer. Other, miscellaneous expenses Financial assistance to purchase disaster specific items, which may include clean-up items as such a wet/dry vacuum, air purifier, or dehumidifier. Transportation Financial assistance to repair or replace a vehicle damaged by the disaster an any other transportation related costs. Moving and storage expenses Financial assistance to relocate and store personal property from the damaged primary residence while repairs are being made and to return the property back to the pre-disaster residence.

What Types of FEMA Financial Assistance Are Available? Financial Housing Assistance: FEMA provides funds paid directly to eligible individuals and households and may include the following types of assistance: Rental Assistance: To secure temporary housing while repairs are being made to the pre-disaster primary residence or while transitioning to permanent housing. Rental Assistance may be used to rent a house, apartment, manufactured home, recreational vehicle, or other readily fabricated dwelling. Lodging Expense Reimbursement: Reimbursement for hotels, motels, or other short-term lodging while an applicant is displaced from their primary residence. Home Repair Assistance: To help repair an owner-occupied primary residence, utilities, and residential structure, including privately-owned access routes (driveways, roads, or bridges) Home Replacement Assistance: To help homeowners replace their uninsured or underinsured primary residence, destroyed by a disaster.

What Types of FEMA Financial Assistance Are Available? Direct Housing Assistance: FEMA may provide direct housing services to eligible individuals and households, when disaster survivors are unable to use Rental Assistance due to a lack of available housing resources. The territorial government must request Direct Temporary Housing Assistance and FEMA must approve the same prior to implementation. Direct Temporary Housing Assistance is not counted toward the IHP maximum award amount and may include: Manufactured Housing Units: Manufactured homes provided by FEMA and made available to use as temporary lodging. Multi-Family Lease and Repair: This assistance allows FEMA to enter into lease agreements with owners of multi-family rental properties located in disaster areas and make repairs or improvements to provide temporary housing to disaster survivors Permanent or Semi-Permanent Housing Construction: Home repair and/or construction services provided in insular (limited) areas outside the continental United States and other locations where no alternative housing resources are available; and where other types of FEMA Housing Assistance are unavailable, infeasible, or not cost-effective.

IHP Eligibility Disaster survivors must meet the following criteria to be considered eligible for IHP: Disaster losses are in a Presidentially designated area A member of the household must be a United States citizen, a non‐citizen national, or a qualified alien The damaged home is where the applicant lives the majority of the year The damaged home is inaccessible or not livable due to the disaster The disaster survivor has necessary expenses or serious needs as a result of the disaster that are not covered by insurance or any other source

*Eligibility for federal assistance is based on each applicant’s individual circumstances as they relate to each program’s conditions of eligibility. Not all applicants will be eligible for all forms of federal assistance.
