To assure that poor and minority students are not taught disproportionately by non-highly qualified, inexperienced, or out-of-field teachers In Hawaii, teachers with two or more full years of experience are considered experienced for federal purposes

Hawaii Department of Education13 Principals Responsibilities Support NHQTs in becoming HQ – time and funding assistance Advise teachers in obtaining necessary information to complete HQ evidence and documentation Store all documentation, including HQ PDP, in teachers yellow jacket file at the school site Submit all documentation required to determine HQ status to DOE Forward records to the receiving school for any teacher who transfers within the Hawaii public school system

Hawaii Department of Education16 DOEs Responsibilities Make final determination of HQ status Enter HQ status into teachers permanent files Provide a central listing of all HQ teachers Ensure only HQTs are placed in Title I schoolwide schools and positions paid for with Title I Funds Audit school records to ensure HQT compliance Beginning in 2008, issue HQ Certificate by level and subject to teachers

Hawaii Department of Education17 Assisting with the HQ Process 1. Determine if the teacher is currently assigned in the same core area (fax school list to DOE ASAP) 2. Review the teachers HQT Status Report 3. Walk through the appropriate flowchart 4. Determine if the teacher either: Currently meets HQ requirements; or Needs to complete and implement HQ PDD 5. By October 15, 2007, submit to DOE Principals Report on Status of NHQTs HQ Evidence or HQ PDP for each NHQT
