Further enhance the European social dialogue for the central Directors General Resolution on Social Dialogue (48th meeting  Berlin, 20-21 June 2007 ACTION PLAN GOALS: Further enhance the European social dialogue for the central public administrations in cooperation with TUNED. To run a comprehensive test on the practical implications of a strengthened and structured informal social dialogue. To test work forms of formal social dialogue.

Working group The platform for the technical work will be the HRWG;  In view of efficiency working groups for specific issues can be set up;  Each MS shall be represented by one representative;  According to the specificity of the matters to be dealt with it is incumbent upon MS to appoint other delegate instead of their representative at the HRWG. Representativeness

Frequency of the meetings during the test phase: Plenary sessions:  DGs will meet with TUNED under each EU presidency in the framework of the traditional informal co-operation Steering group:  The steering group meetings will be to the maximum two by presidency. Working groups: The same frequency of the HRWG meetings – 2 meetings by semester shall be adopted.  The meetings shall be carried out straight after the HRWG meetings

Social Dialogue Work Programme 2008-2009 THEMES APPROACHES Social Dialogue (horizontal theme) Sustaining efficient administration, in view of demographic changes Effective contribution of central government administrations to the implementation of the Lisbon Strategy Violence at work (threats and harassment)  Submission of the project on challenges for social dialogue in central public administrations supported by the European social dialogue budget;  Improving effective recruitment lifelong learning, staff motivation, competences and talent development;  Improving leadership skills;  Enhancing the flexibility with regard to working conditions  Building trust in central government administrations, transparency, good governance and accountability, etc)  Ensuring efficient organisation and effective output of central government administration, taking particular account of the demands of citizens and businesses, etc  Considering the European Commission’s foreseen initiatives on a revised Lisbon Strategy (in 2008) with regard to central government administrations  Observing the forthcoming multi-sectoral discussions, starting 2008, on third-party violence at work

EU FINANCING PROJECT ON SOCIAL DIALOGUE

To finance: Budget Heading 04.03.03.1 Industrial Relations and Social Dialogue To cover grants for promoting social dialogue at cross-industry and sectoral level in accordance with articles 138 and 139 of the EC Treaty To finance:  Consultations  Meetings  Negotiations  Other operations to support European social dialogue (seminars; conferences; studies; …) This budget heading is intended to cover…. Budget heading conditions: Applicants contribute with at least 20% of the total cost of the operation Grant limit – 80%

Eligible applicants: Social partners European social partner organisations currently consulted in accordance with article 138 of the Treaty National or regional organisations affiliated to such organisations as long as the project is part of a European approach European social partner organisations not covered by the above, for example for operations involving the preparation and launch of European social dialogue at sectoral level Organisations linked to Industrial relations Non-profit-making organisations, research centres and institutes, universities Non-profit-making networks of companies or of workers organisations Public authorities National and regional authorities, including related associations and government services or agencies
