Introduction to WG F Climate Change Adaptation Workshop Brussels 16 oct 2012
Background State of the art after WG F Climate Change and Flooding workshop in Karlstad, SE, sept 2009 Updating of EU Guidance document no 24, River Basin Mgt in a changing climate - update of chapter 6 FRM and CC DG CLIMA Climate Change Adaptation Strategy Research – gives new knowledge
Guidance at EU level Swedish Governmental Commission, 2005-2007
Change in 100-year flood pattern
Objectives To promote information exchange on climate change in relation to the implementation of the Floods Directive. To make WG F member aware of ongoing activities by the Commission, other CIS groups and / or other initiatives (e.g., research, international activities and also the work with the Climate Change Adaptation Strategy Address any outstanding issues or questions that arose during the Karlstad Workshop Provide a forum for MS to share their experiences, such as if / how they are providing for climate change in flood mapping, and integrating adaptation into the FRMPs
Outcome – document, informal report Brief introduction Minutes and presentations Summary table, with all MS input received A consolidated set of questionnaire responses
Workshop structure Developments in Climate Change Adaptation - Presentations made by DG CLIMA and UN ISDR - Discussion Implementation of Climate Change Adaptation - MS presentations, NO and NL - themed discussions: PFRA Flood Mapping FRMPs and Measures
Themed discussions
PFRA Was CC taken into account in PFRA? If so, for which sources of flooding? How should CC effects be taken into account in terms of significance of flood risk given the time span over which the change will occur?
Flood Mapping How can / will CC effects be taken into account or displayed in the flood maps? How can uncertainty be represented in flood maps – to reflect either uncertainty in current situation, or in the potential future impacts of climate change? How does spatial planning regulation take account of the potential impacts of CC?
FRMPs and Measures How can CC and the need for adaptability be taken into account in setting FRM objectives? How can we assure that measures are climate proof? How can the uncertainty in the impacts of CC be taken into account in decision-making on measures?
