BRANCH: CHEMICALS AND WASTE MANAGEMENT STRATEGIC OBJECTIVES Less waste that is better managed Improved socio-economic benefits within the environmental sector Enhanced international governance, instruments and agreements supportive of SA environmental and sustainable development priorities Impacts of chemicals better managed

CD: HAZARDOUS WASTE MANAGEMENT & LICENSING PRIORITY AREAS Reduce the number of unlicensed waste disposal sites : targeting 15 municipalities. Implementation of the Asbestos Regulations - applications Waste classification and management regulations - finalised Health Care Risk Waste Management Regulations and Non- combustion Efficacy Standard developed – being finalised Norms and standards for the operation of fuel blending platforms – service provider approved. 95% target in processing of hazardous waste license applications

CD: GENERAL WASTE AND LOCAL GOVERNMENT SUPPORT Basic Refuse Removal Policy & Tariff Model implemented. Youth Jobs in Waste Project implemented:1000 jobs(phase 1) Plastic Bag Regulations implemented – standards developed through the National Regulator for Compulsory Specifications Waste Tyre Regulations implemented. 2nd Waste Tyre Plan being considered for ministerial approval 5 IWMPs for municipalities to be completed, increase in number of Buy-back centres, waste to energy projects Guidelines for the implementation of recycling and litter collection programmes by schools developed. Analysis of Status of Waste pickers in SA - to improve livelihoods, waste rights, mainstream economy, jobs Regional recycling economy programmes – KZN, North West

CD: CHEMICALS AND WASTE POLICY, EVALUATION AND MONITORING FOCUS AREAS Draft Waste Amendment Bill being finalised Initial amendments on definitions and institutional arrangements Ozone Depleting Substances (ODS) regulations finalised Amendment to the Waste Management Activity List finalised South African Waste Information System (SAWIS) implemented nationally – new host platform secured Draft Methyl bromide management plan developed Develop Polychlorinated biphenyls (PCB) inventory for municipalities, PCB Regulations – being finalised Develop Inventory for 10 new Persistent Organic Pollutants Implementation of the Hydrochlorofluorocarbons (HCFCs) phase out plan Process Prior Informed Consent (PIC) applications

STAKEHOLDER ENGAGEMENT INITIATIVES Interdepartmental and Multistakeholder Committee on Chemicals Management (MCCM) dealing with MEAs HCFC and Methyl Bromide Stakeholder Meetings held quarterly Chemical Safety Awareness programme – ozone, lead, drum safety, Mayors and municipal managers Dialogue – 6 August CEO, CFO training – technical training on hazardous waste management National Waste Khoro – 14 -16 October International Conference on Contaminated Land Remediation: Oct - Dbn National Awareness Programmes implemented – multimedia campaigns, TV, Radio, “The Clean Commandments”, Daily Sun (Speedy animations) PPP advertising campaigns, road shows, Engagements with municipalities, co-operatives and informal waste recyclers on food for waste initiatives, material recovery facilities (MRFs) and “waste rights”.
