« Cluster cooperation as beachhead for SME business development » increase number of innovative SME’s in cluster structures identify and promote good practices (innovation & job creation) support regional SME´s in growing their business beyond regional boundaries (job creation and market development) develop transparency and coordination of support mechanisms (EC, Regions, Clusters, etc)

« Opportunites » joint development of pragmatic solution proposals in the ENCADRE working commissions support the EC in setting up targeted and consolidated programs for business support possible substitution of inward focus by mirror effect (support SME growth generates inward effects for all) Identify good existing practices in cluster communities help implement large awareness raising actions in cluster/city/region implement SMART objectives and SMART key performance indicators with trend analysis for our business support action

« Philosophy » requirement to break with short-cycles project mentalities based on project consortia which outlive their interest of existence after project end requirement to accompany the innovation generation cycle and provide COORDINATE EC/MS/REG/CLUSTER support to innovative entities from incubation to market penetration (innovation to market process chain) requirement to focus on hi-growth markets with a solid basis of scientific and market expertise in Europe, LINKING sectors of satellite technologies, environmental protection, transportation/location & health related services requirement to generate critical mass by uniting all relevant public and private European actors above and beyond existing networks, thus avoiding silo and boundary driven project work requirement to merge expertise between above mentioned hi-growth sectors to generate innovation

« Mission » effective mid- to long term engagement of all relevant actors on democratic decision taking processes foster business support services input to and integration of the European Commission DG Entr policy direction break up short-lived consortia networks and to integrate market chain components beyond existing sector networks (cross fertilization between the sectors satellite technology, environmental observation/protection, Health services, security/transportation/LBS).
