CB Strategy The revised Capacity Building Strategy still proves to be very efficient The implementation of the regulations is very helpful in the progress of our CB work. CBSC16 May / June 2018

Council 1 CB played an important role at Council 1 in October 2017 our work is being appreciated and seen as one of major strategic endeavors of the IHO. C-1 endorsed the proposal for increasing the CB support at the IHO Secretariat Secretary-General decided that Ms Sandrine Brunel is working as a full time Capacity Building Assistant from 1 January 2018 (Decision of SG) Sandrine has been supporting the IHO CB execution as a part time Assistant and she has already been very helpful in the last five month in her new dedicated role. Welcome Sandrine to the CBSC on a full time basis! I would like to thank the Secretary General and the whole Secretariat for the flexibility in finding an interim solution so quickly. CB Funds Capacity Buildung in Hydrography is an issue for almost all countries. The CB fund becomes important especially for the countries that can not do CD without support. The direct funds have been growing but are less than needed. To deal with that deficit we have to stick strictly to our strategy and regulations. Some submissions will be on a waiting list comparable to this year until further funds are available. In addition we have to consider the following years as well when deciding on the allocation of the funds. For 2019 we will probably have roughly 800.000 € at this stage including the contributions from NF and ROK. CBSC16 May / June 2018

Taking IHO CB to the next level?! We can strive to increase the CB funds and there are some positive perspectives in that regard. But in order to attract donor organizations we will have to jump on comprehensive projects or at least have decent project ideas. Regional or national donors could be addressed by member states and coordinated or jointly executed by the IHO CB. Another issue will be the second stakeholder seminar that is planned to be held in 2019. CBSC16 May / June 2018

CB Management In 2017 the execution of the CB WP went rather smoothly. The good preparation done by almost all of the CB coordinators and the RHCs, the correct and mostly timely provision of the documents and the good support from the IHO Secretariat. The CB Coordinators play an extraordinary important role in the success of CB efforts in the IHO – don´t change this position too often. The CB Management tools is making very good progress due to the generous and efficient support from the Republic of Korea. CBSC16 May / June 2018

Contribution from ROK and NF to CB The extraordinary generous ongoing contribution from Japan and ROK have been one major factor in the success of CB. I am very confident to sustain the fruitful cooperation with both countries. CBSC16 May / June 2018

Joint CB The annual joint CB meeting of IHO, IMO, IOC, WMO, IALA, FIG and IAEA and IMPA took place at the IALA headquarters in St. Germain en Laye in November 2017. The International Maritime Pilot Association (IMPA) participated for the first time. This will strengthen the cooperation. A success of comprehensive projects is still pending and will depend on a good cooperation between the organizations, i.e. the contribution from IMO. The next joint CB meeting is planned to be held at the IMPA headquarters in London this November. CBSC16 May / June 2018

Open Issues I have to mention the technical visits. Still not all reports of these visits are timely and adequate. We also have to finalize the draft procedure 9 on TVs. CBSC16 May / June 2018
