Administrative Data Agenda Item 2: Task force on the use of administrative data for short-term economic statistics

Introduction Established 2004 STESWP meeting, an outline of the tasks and proposed framework finalised during 2005 meeting. 2006 meeting incorporated new comments from countries (second framework) and proposed a wrap-up date of STESWP 2007.

Framework Overview Is in fact two frameworks: 1. Broad administrative data categories; and, 2. Using administrative data. Framework 1 provides users with all available (80) administrative data papers via a logical framework. Framework 2 provides users with a guide to utilising administrative data sources via a framework of relevant links.

Broad Categories Seven general categories for grouping the papers received Brief description of each category Each category is then further split into short-term economic statistics relevance

The New Framework: Using Administrative Data Agreed on at the 2006 STESWP meeting by the task force. Aimed at: NSO’s looking to utilise administrative data for the first time NSO’s investigating the possibility of using administrative data sources more fully in short-term economic statistics

New Framework - Layout Framework - Using administrative data Using administrative data: a framework of how to incorporate administrative data into the compilation process 1. Legal Framework – (Legal Basis, Data Protection, Confidentiality, Public Approval) 2. Co-operation with Administrative Data Authorities 3. Administrative data: Why Use / How to Use / Uses 4. Issues to Consider when using Administrative Data 5. Administrative Data: Compilation Methods

New Framework - Categories General Category Layout Relevant Quote "Legislation provides a key foundation for the use of administrative data sources for statistical purposes1“ General Description For a NSO to successfully use administrative data in the compilation of official statistics there needs to be a firm legal basis… Relevant papers with pertinent sections Issues in the use of administrative records for statistical purposes Statistics Canada (1987): Sections 6.1, 7 1. Use of registers and administrative data sources for statistical purposes; Best practices of Statistics Finland Statistics Finland (2004).

Country comments General agreement with layout and design features. Only one proposed name – Framework of using Administrative Data(?). Future updating is the issue – regular calls for papers proposed. Countries support promoting the framework.
