Outline Infrastructure Issues: Content Issues: What are pragmatic issues in enabling a peer-based infrastructure for use during emergencies? Feasibility of using existing infrastructure at schools, emergency agencies, government agencies, NGOs Authority Push vs. citizen pull? What is the role of a dynamic web portal where users can get information from? Would a web enabled query/notification facility for customized information help in this short term dissemination? What challenges exist today( e.g. web server overload)? Role of publish/subscribe technologies? Feasibility/challenges? Utility and role of mobile technologies (cellphones,radio) and audio communication? Are there other community infrastructures that can be leveraged for dissemination? Content Issues: Is there a role for video information in this context? Who would use it and how? What is the value of broadcast media (radio, TV) and its assimilation into the emergency alert dissemination? What are challenges? Value of projected vs. real information? For instance, use of bringing in estimated damage information using existing tools? What are challenges here?
